PROBLEM TO BE SOLVED: To provide a composite-type coal gasification power plant facility capable of preventing the power generating efficiency from lowering even if a low-grade coal having relatively high moisture content is used. SOLUTION: The composite-type coal gasification power plant facility is equipped with a gasification part 3 to gasify the supplied coal, a gas power generation part 4 to make power generation with the gas supplied from the gasification part 3, a steam power generation part 5 to make power generation with the heat of the exhaust gas emitted from the gas power generation part 4, and a coal drying part 15 to dry the coal using the exhaust heat emitted from the steam power generation part 5 and supply the dried coal to the gasification part 3. PROBLEM TO BE SOLVED: To provide a method for operating an integrated gasification complex cycle (IGCC) plant with use of a liquid fuel converted from synthesis gas.SOLUTION: The operating method of an IGCC plant including a gasifier for generating synthesis gas from a carbon supply source, a synthetic gas combustion system for generating electric power by combusting the synthetic gas, and a natural gas premixing combustion system comprises the steps of: generating synthetic gas at a constant rate by operating a gasifier; converting a part of the synthetic gas into a liquid fuel for storage when a required electric supply in the actual state is lower than a base load corresponding to the constant output of the gasifier; and converting a part of the stored liquid fuel into fuel gas with a gasification unit which gasifies the liquid fuel so as to be mixed with a first gas having an oxygen content less than in the ambient air when a required electric supply in the actual state is higher than the base load, for use in the synthetic gas combustion system to generate the electric power corresponding to the difference between the required electric supply in the actual state and the base load.

The advisory system includes a loss computation engine 112 configured to derive a total system loss for an industrial plant on the basis of a first sensor positioned in a first industrial plant component and of a first physical model 110 of the first industrial plant component. The advisory system further includes a cost model configured to use a cost function 116 to derive a cost on the basis of the total system loss, and a control strategy system 118 configured to derive an advisory report 106, a control correction factor, or a combination thereof, on the basis of the cost. A control system is configured to apply the control correction factor 104 to control a process in the industrial plant.
