A communications device transmitting/receiving signals to/from a mobile communications network includes one or more network elements providing a wireless access interface for the communications device. The wireless access interface includes plural communications resource elements across a host frequency range of a host carrier, and a first section of the communications resources within a first frequency range for preferable allocation to reduced capability devices forming a first reduced bandwidth carrier and a second section of the communications resources within a second frequency range for preferable allocation to the reduced capability devices forming a second reduced bandwidth carrier. Each of the first and second frequency ranges is within the host frequency range. The communications device is configured with a reduced capability to receive the signals only within a frequency bandwidth less than the host frequency range and equal to at least one of the first frequency range or the second frequency range.

The wireless access interface provides plural communications resource elements across a host frequency bandwidth, and includes, within the host frequency bandwidth, first communications resource elements within a first frequency bandwidth for allocation preferably to reduced capability devices to receive signals representing the data transmitted by the transmitter unit within the first bandwidth forming a first virtual carrier, the reduced capability devices each having a receiver bandwidth which is greater than or equal to the first frequency bandwidth but less than the host frequency bandwidth. Communications devices of different capabilities can be allocated communications resources within different frequency ranges according to their capability, which can relieve congestion on a centre frequency of communications resources in which communications devices with a minimum bandwidth capability must receive communications resources for receiving down link signals.

The wireless access interface provides a primary carrier within a first frequency range, which forms a primary cell providing a contiguous set of communications resources across the first frequency range and providing one or more control channels for transmitting signaling message to the communications device or receiving signaling messages from the infrastructure equipment. A controller in combination with a receiver and transmitter can receive from the infrastructure equipment a signaling message identifying a nested carrier including one or more candidate channels selected from a predefined plurality of candidate channels within a second frequency range which is different to and mutually exclusive from the first frequency range.

A wireless telecommunications system including first and second groups of terminal devices operable to communicate with a base station via respective first and second network nodes. Each of the first and second groups of terminal devices are synchronized to communicate with the first and second network nodes, respectively, in a discontinuous mode including a repeating signalling cycle including first and second wake periods. The first wake period is a first portion of the repeating signalling cycle and the start of the first wake period is defined by a first offset value relative to the start of the repeating signalling cycle. The second wake period is a second portion of the repeating signalling cycle and the start of the second wake period is defined by a second offset value relative to the start of the repeating signalling cycle, being different from the first offset value.

The infrastructure equipment establishes a plural configuration settings for the secondary carrier based on measurements of radio usage in the second frequency band, which are conveyed to the terminal device. The terminal device makes channel quality measurements for the secondary component carrier according to the different configuration settings and reports these to the infrastructure equipment. Based on the measurements of channel quality for the different configurations, the infrastructure equipment selects one of the configuration settings, and conveys an indication of this to the terminal device in association with an allocation of transmission resources on the secondary component carrier.

The terminal device transmits an indication of the measurements to the base station, and on the basis if this the base station establishes a configuration setting for the secondary component carrier, for example in terms of frequency resources to use for the secondary component carrier. The configuration setting is associated with a validity period during which the base station communicates data to the terminal device using the primary component carrier and the secondary component carrier operating in accordance with its configuration setting. When the validity period expires, the terminal device again measures and reports on radio usage so the base station can determine an updated configuration setting for the secondary component carrier that takes account of any changes in radio usage during the validity period.
