Methods, systems, and devices related to the management of bandwidth parts (BWPs) by a user equipment (UE) or a base station are disclosed. In one exemplary aspect, a method for wireless communication includes establishing, at a mobile device, a network connection with a first cell; receiving, at a mobile device, a message indicating an activation of a second cell and a first bandwidth part to be used by the mobile device upon the activation of the second cell, wherein a bandwidth part represents a logical grouping of frequency bandwidth of a cell; performing, based on the message, a random access process with the second cell using the first bandwidth part; and switching to a second bandwidth part of the second cell when the random access process fails.

A method for sending a Buffer Status Report (BSR) is provided, which includes that: an Evolved Node B (eNB) sends an allocation rule for buffer data of a radio bearer which are to be allocated among eNBs to User Equipment (UE), the allocation rule including allocation proportion information or including allocation proportion information and an applicable condition of the allocation proportion information; and the eNB receives a BSR from the UE, the BSR being determined by the UE according to the allocation rule. Correspondingly, the embodiments of the present disclosure further provide an eNB, UE and a computer storage medium.

The embodiments of the present document propose a method and apparatus for reporting and receiving a buffer status. The method includes: when a terminal judges that there is a split bearer or receives a notification transmitted by a base station that an additional buffer report is required to be reported, the terminal transmitting a Buffer Status Report (BSR) of the radio bearer to the base station; herein the BSR carries size information about buffer data and size information about additional buffer data of the radio bearer. The embodiments of the present document realize the reporting of a buffer status when there is a split bearer.

Disclosed are a small cell eNodeB access system and a method for realizing network access therefor, including: setting up a control plane link and a user plane link respectively, the small cell eNodeB access system processing control plane data of access UE through the set up control plane link, and processing user plane data of an access UE via the set up user plane link. In the embodiment of the present invention, it makes the UE have data transmission and reception with two different eNodeBs such as macro cell (eNodeB) and small cell (eNodeB) simultaneously by separating the control plane with the data plane, so as to increase the user throughput and enhance the mobility performance, and to solve the problem that the user switches between the cells so that information exchanges frequently between nodes and so as to cause an impact on the core network.

A power control method includes: acquiring a power allocation rule; and allocating a transmit power of a UE for each of base stations according to the power allocation rule when receiving a handover instruction or starting to access a target side, and communicating with each of the base stations according to the transmit power; where the base stations include all source base stations before a handover and all target base stations after the handover.

The disclosure discloses a reporting method, device and system for a Power Headroom Report (PHR) in dual connectivity. A first Evolved Node B (eNB) and a second eNB establish split Data Radio Bearers (DRBs) with a User Equipment (UE), and transmit an indication for indicating change in uplink transmission to the UE; the UE determines the change in the uplink transmission of the split DRBs, and triggers and reports the PHR to the first eNB and/or the second eNB according to the change in the uplink transmission respectively; and the first eNB and/or the second eNB receive/receives the PHR reported by the UE respectively. The disclosure also discloses the reporting device and system for the PHR in the dual connectivity.

Disclosed is a method for conducting random access on a small cell under dual connectivity. The method includes that: a User Equipment (UE) sends a dedicated random access preamble corresponding to a designated small cell to a base station to which the designated small cell belongs on the designated small cell; and the UE receives a random access response message sent by a base station to which a master control cell in dual connectivity belongs or the base station to which the designated small cell belongs. The present disclosure also discloses a system for conducting random access on a small cell under dual connectivity, a base station, a UE and a computer storage medium.

The embodiments of the present document provide a method and device for reporting a power headroom report, which relates to the field of mobile communications, and solves the problem of lacking a triggering and sending mechanism for a PHR of the dual-connectivity terminal in the related art. The method includes: a terminal triggering to report a PHR when detecting that a first cell is added in a SeNB; and the terminal reporting the PHR to a MeNB and/or the SeNB, to which the terminal belongs. The technical scheme provided in the embodiments of the present document is applicable to a long term evolution system, which implements the PHR reporting of the dual-connectivity terminal.

Provided is a terminal capability control method. In the method, a User Equipment (UE) reports Buffer Status Reports (BSRs) to each evolved Node B (eNB) connected to the UE; and the UE receives uplink licence information sent by each eNB, wherein the uplink licence information is configured by each eNB according to the BSRs and a UE capability allocation rule negotiated in accordance with a UE capability range. Another terminal capability control method, a UE and an eNB and two computer storage media are also provided.

A random access method and device relate to the field of mobile communication, and solve the problem of triggering a random access procedure of a small cell. The method comprises a terminal detecting whether a small cell random access condition is satisfied at present; the terminal automatically initiating a random access procedure of a small cell when the small cell random access condition is satisfied. The technical scheme provided in the embodiments of the present document is applicable to the LTE system, and the random access mechanism of a small cell is achieved.
