    Abstract: Provided are a method and device for processing pre-handover, User Equipment (UE) and a cell. The method includes that: UE receives pre-handover target cell configuration information sent by a serving cell; and the UE executes pre-handover procedure according to the pre-handover target cell configuration information. By the disclosure, the problems of low handover success rate and poor handover robustness of inter-cell handover in the related art are solved, and effects of enhancing robustness of inter-cell handover, increasing a success rate of inter-cell handover and improving network performance and a user experience are further achieved.

    Abstract: The disclosure provides a Radio Resource Management (RRM) method, device and system. The method includes that: a first network element judges whether a target Evolved Universal Terrestrial Radio Access Network NodeB (eNB) of a terminal is a configured eNB or not, wherein the configured eNB is an eNB pre-storing context information of the terminal; and under the condition that the target eNB is the configured eNB, the first network element sends a notice of performing communication according to the corresponding context information to the configured eNB and the terminal respectively. By the disclosure, problems of serial Handover (HO) in a related technology are solved, and an effect of increasing an HO success rate is achieved.

    Abstract: A method for encrypting a terminal with a subscriber identity card includes: a terminal storing the unique identity number of a subscriber identity card; the terminal detecting an operation of a user and authenticating a current user according to authentication conditions set by the user. Authenticating the current subscriber refers to that the terminal reads the unique identity number of the current subscriber identity card, and compares the read unique identity number of current subscriber identity card with the stored unique identity number of subscriber identity card; if they are the same, the terminal is controlled to enter a normal working state; and if they are different, the terminal locks by itself or disables the access of current user. The present document encrypts a mobile terminal with a subscriber identity card, so as to make the encryption technique of the terminal more secure and reliable, and improve the user experience.

    Abstract: Disclosed are a handover method, a master evolved NodeB (MeNB) and a secondary evolved NodeB (SeNB), wherein, the method is applied to perform a handover on a MeNB for a user equipment (UE) in a multi-connection scenario in which the UE has connections with both a master evolved NodeB (MeNB) and a secondary evolved NodeB (SeNB), including: a source MeNB initiating a handover, and sending a handover command to the UE after receiving a corresponding response, instructing the UE to perform the handover on the MeNB via the handover command, and remaining a connection with the SeNB; after the UE successfully accesses a destination MeNB, the source MeNB or the destination MeNB sending a handover instruction message to the SeNB connected with the UE, the SeNB connected with the UE establishing an association with the destination MeNB according to the handover instruction message.
