Abstract: The present invention relates to a method and a device for transmitting and receiving data by a terminal in a wireless communication system. The present invention provides a method and a device for: selecting a particular preamble from a preamble set; transmitting the selected particular preamble to a base station by means of resources on the frequency axis and resources on the time axis; receiving from the base station a response message comprising resource information that indicates resources allocated on the basis of a first random connection target of a first terminal; and transmitting, to the base station by means of the allocated resources, verification information of the first terminal for uplink data reception or downlink data reception.
