A rate control algorithm for a predictive video encoder is provided to accurately control the coding rate while requiring a small complexity. The algorithm assumes the video encoder to consist of two processors, pre-processor and main processor, and the rate control located in main processor uses prediction cost and residual cost for each picture that are computed in pre-processor. Prediction cost represents the estimated number of bits needed to generate an error image, and residual cost describes the difficulty of encoding the resultant error image. Accurate and simple rate control is made possible by using a new rate model that adapts to the local characteristic of a video sequence, and by targeting to maintain the quantization parameter as constant as possible in a given set of pictures, GOP, instead of the conventional two step approach.

The invention relates to a backlight apparatus in use for an LCD, in which a plurality of bar-shaped first LED light sources are arranged on the reflective plate to laterally emit light. A plurality of light shades are arranged above the first light sources. A transparent plate is placed above the light shades. Scattering patterns are formed in the bottom of the transparent plate in positions corresponding to the light shades. A bar-shaped second LED light source is arranged at a side of the transparent plate to emit light into the transparent plate. The light source arranged at the side of the transparent plate prevents the formation of dark areas as a problem in the prior art, thereby enhancing the entire uniformity of light. Then, the backlight apparatus can be maintained thin even when applied to a large-sized LCD.

The present invention relates to a dipolar LED and a dipolar LED module incorporating the same, in which an upper hemisphere-shaped base houses an LED chip therein and adapted to radiate light from the LED chip to the outside, and a pair of reflecting surfaces placed at opposed top portions of the base in a configuration symmetric about an imaginary vertical plane. The vertical plane passes through the center of the LED chip perpendicularly to a light-emitting surface of the LED chip. The reflecting surfaces are extended upward away from the top portions of the base to reflect light from the LED chip away from the imaginary vertical plane. A pair of radiating surfaces are placed outside the reflecting surfaces, respectively, to radiate light from the reflecting surfaces to the outside. In this way, light emission from the LED chip can be concentrated in both lateral directions.
