Abstract: A method for transmitting radio resources in a mobile communication system is disclosed. The method includes receiving a random access channel (RACH) preamble from a plurality of UEs and transmitting response information associated with the received preambles over a common channel wherein the plurality UEs can access the common channel and receive corresponding information. If a HARQ scheme is used when a UE transmits data to the eNode-B using uplink radio resources allocated over the RACH, the eNode-B does not pre-allocate uplink radio resources required for re-transmission and performs allocation of radio resources for a first transmission of HARQ. If the re-transmission is required, the eNode-B allocates the radio resources required for the re-transmission with the NACK signal. If re-transmission is not required, the present invention can reduce an amount of wasted radio resources.

Abstract: There is provided a method for enabling a user equipment to perform a random access procedure in a wireless communication system. The method includes transmitting a random access preamble and receiving a random access response as a response to the random access preamble. The random access response is addressed by a random access identifier. The random access identifier is mapped to radio resources used for transmitting the random access preamble. The user equipment can immediately confirm its random access response and perform further efficient random access procedure.

Abstract: In a wireless mobile communications system, a method for controlling a radio resource allocation is provided. A network transmits access control information to a terminal such that a request for the radio resource allocation which will be transmitted from the terminal can be controlled. Abstract: A method for a user equipment (UE) to receive a downlink signal. The UE receives a first downlink assignment including a first new data indicator (NDI) from a base station. The UE compares the first NDI to a second NDI and, based on a result of the comparison, determines whether the first NDI has been toggled. The UE receives the downlink signal and processes the received downlink signal based on whether the first NDI has been determined to be toggled. Furthermore, the second NDI is included in a second downlink assignment that was previously received from the base station and was not identified by a temporary cell identifier.

Abstract: A method and apparatus of measuring a packet throughput in a wireless communication system are provided. When determining a reference time for estimating packet throughput, a receiver determines the time that a data burst starts or ends in order to estimate the packet throughput considering a change in the data burst of the transmitter buffer. A measurement period is defined through the determined start time and end time of the data burst, and packet throughput is measured considering the total amount of the received data burst. The throughput of packet data may be estimated by each base station based on the same standard rule, so that the measured packet throughput values may be reliable, thus allowing the operator to make use of it as a parameter for MDT.

Abstract: A method of generating a data block for performing a polling procedure in a wireless communication system, a method of transmitting data and a method of performing a polling procedure are disclosed. A protocol layer performs the polling procedure for requesting a receiving side to transmit status report if there are no data to be transmitted to the receiving side in both a transmission buffer and a retransmission buffer. When determining whether there are no data to be transmitted to the receiving side in the retransmission buffer, it is preferable that a data block for which retransmission request information is not received from the receiving side is excluded.
