Embodiments of the present invention disclose a method and an apparatus for sharing a core network, where the method includes: first, determining, by a mobility management network element, that a user equipment does not support network sharing; and then, sending, by the mobility management network element, a location update request message to a mobile switching center or visitor location register MSC/VLR, where the location update request message includes indication information that the user equipment does not support network sharing, or the location update request message includes a location area identity LAI including a common public land mobile network identifier common PLMN ID, or the location update request message includes an LAI including a common PLMN ID and includes a circuit switched domain public land mobile network identifier CS domain PLMN ID. The present invention is applicable to the field of communications systems.

A service processing method and related devices are disclosed. The method includes: receiving, by a mobility management entity (MME), an access request message sent by a user equipment; obtaining, by the MME, indication information; and if the MME has been registered as a short message serving node and it is determined, according to the indication information, that the MME is no longer used as the short message serving node, sending, by the MME, a notification to a home subscriber server (HSS) so that the HSS cancels registration of the MME as the short message serving node.

The method includes: receiving, by an access network element, access control information of a UE that is sent by a mobility management network element, where the access control information includes an identity of a PLMN and a radio access technology RAT allowed and/or a RAT not allowed by the PLMN; and determining, by the access network element, a target RAT for the UE according to the access control information.

A service packet processing method and a device are disclosed. The method includes: receiving service class information sent by a core network; acquiring indication information of the core network; and processing a service packet of a user equipment according to the service class information and the indication information. According to the present invention, a service packet can be correctly processed, and the stability of an access network can be improved.

Embodiments of the present invention provide a method, an apparatus, and a system for processing an eMPS in a CSFB mechanism. The method in the embodiment of the present invention mainly includes: receiving a CSFB access request of a user equipment; determining that the user equipment has a CSFB priority service right according to acquired priority service information of the user equipment; and providing a CSFB access service preferentially for the user equipment with the CSFB priority service right.

Embodiments of the present invention provide a method for setting a maximum bandwidth. In the technical solutions of the embodiments of the present invention, through obtaining the bandwidth support capability of the UE, the UE is authorized with the maximum bandwidth matching its capability, which can satisfy bandwidth demands of different types of terminals, make full use of a network resource, and solve a problem that a data service cannot be implemented due to being unable to activate a PDP context after a 3G radio network is upgraded to an HSPA+, the network supports the QoS greater than 16 M, but a part of terminals do not support a bandwidth parameter greater than 16 M whereas a bandwidth authorized by a network side is greater than 16 M.

Embodiments of this application provide a multicast communication method that includes: receiving, by a user plane function network element, a multicast packet, where the multicast packet includes a multicast address; matching, by the user plane function network element, the multicast packet with a packet detection rule PDR on the user plane function network element; and if the multicast packet successfully matches a first PDR, and the first PDR indicates to carry on matching another PDR, carrying on, by the user plane function network element, matching the multicast packet with another PDR. Optionally, the another PDR is a PDR whose priority is not higher than that of the first PDR.

When a UE that has joined a first multicast/broadcast service and is in a radio resource control inactive state determines that an access network device changes to a first access network device, or when a terminal device determines that a cell changes to a cell of the first access network device, the terminal device may send at least one of a first message, a second message, a third message, a ninth message, or a tenth message to the first access network device. Correspondingly, the first access network device may learn, based on at least one of the first message, the second message, the third message, the ninth message, or the tenth message, that the terminal device moves to a coverage area of the first access network device to receive the first multicast/broadcast service.

A session management method, device, and system, such that a terminal can access a local data network using a local user plane function (UPF) network element even when the terminal is out of a management area of a remote anchor session management function (SMF) network element. The method includes: receiving, by an intermediate session management network element, one or more local data network access identifiers (DNAIs); and determining, by the intermediate session management network element, a target DNAI based on current location information of a terminal and the one or more local DNAIs, where the target DNAI is used to select a local session management network element for the terminal.
