A scheduling request method, network side device, terminal device and system, belong to the field of communications technologies. The method includes: configuring a first shared resource used for a scheduling request (SR), and sending first information to multiple terminal devices to notify of the first shared resource (101); receiving the SR on the first shared resource (102); allocating a second shared resource of uplink data to the multiple terminal devices, or allocating a dedicated resource of uplink data to at least one of the multiple terminal devices (103). The network side device includes: a configuration module, a receiving module and an allocation module. The terminal device includes: a receiving module, a request module and a sending module. The present invention avoids the waste of the uplink data resource, and improves a utilization rate of the uplink data resource and a transmission success rate of the uplink data.

The present invention provides a scheduling signaling transmission method and device. The method includes: receiving, by UE, a random access response parameter sent by an eNB, where the random access response parameter is used to indicate that scheduling signaling of a random access response is transmitted through an E-PDCCH; and after sending a random access preamble to the eNB, receiving, by the UE through the E-PDCCH according to the random access response parameter, the scheduling signaling of the random access response. According to embodiments of the present invention, impact of inter-cell interference on scheduling signaling of an RAR can be reduced, thereby shortening a time delay of a random access process.

Embodiments of the present invention relate to a scheduling method, a base station, a user equipment, and a system. The method includes: configuring, by a base station, a HARQ parameter for a UE according to a QoS requirement; sending, by the base station, the HARQ parameter to the UE; receiving, by the base station, a BSR that is sent by the UE according to the HARQ parameter; allocating, by the base station, a first uplink transmission resource to the UE according to the BSR, and scheduling the first uplink transmission resource for the UE; and receiving, by the base station, uplink transmitted data that is sent by the UE by using the first uplink transmission resource.

Embodiments of the present invention provide a data transmission method, a base station and a user equipment. One transmission method includes: sending, by a base station, first data and random access information to a user equipment UE simultaneously; and acquiring, by the base station, receiving state information of the first data fed back by the UE through the random access information. Another transmission method includes: receiving, by a user equipment, UE, first data and random access information sent by a base station simultaneously; and feeding back, by the UE, receiving state information of the first data to the base station through the random access information. In the technical solutions of the present invention, a base station transmits data to a UE during a random access process, thereby reducing signaling interaction and time delay and improving the data transmission efficiency.

The present invention provides a state switching method, an inactivity timer starting method, and a user equipment. The state switching method includes: sending, by a user equipment, a scheduling request to a network side, and receiving a newly transmitted data uplink grant that is delivered by the network side according to the scheduling request; setting the user equipment to an inactive state after the user equipment sending data according to the uplink grant; and switching the user equipment to an active state after a set period arrives and/or after it is determined that the data is sent successfully.

A network management node determines a low energy consumption area, where the low energy consumption area is an area that is within signal coverage of a network node and whose communication distance from the network node is greater than a first preset distance. The network management node generates a power control policy, where the power control policy is used to control the network node to reduce energy consumption for the low energy consumption area, and the network node executes the power control policy to save energy. Energy saving is performed based on loads of some areas in a cell, to maximize an energy efficiency gain.
