Abstract: A method and apparatus for performing traffic steering in a wireless communication system is provided. A user equipment (UE) may be configured with a primary cell (PCell) and at least one secondary cell (SCell) by carrier aggregation. Or, the UE may be configured with a PCell of a master evolved NodeB (MeNB) and a primary SCell (PSCell) of a secondary eNB (SeNB) by dual connectivity. For one embodiment, the UE receives radio access network (RAN) assistance information on the PCell, and evaluates conditions for traffic steering only on the PCell based on the received RAN assistance information. For another embodiment, the UE receives RAN assistance information for each of a plurality of serving cells, and performs traffic steering between one serving cell, among the plurality of serving cells, and a wireless local area network (WLAN).

Upon receiving the SeNB kept indicator, the UE determines that the SeNB has been kept successfully in the inter-MeNB handover without SeNB change, and skips the random access procedure to the SeNB.

Abstract: A method and apparatus for applying assistance information for traffic steering between a 3rd generation partnership project (3GPP) access network and a non-3GPP access network in a wireless communication system is provided. A user equipment (UE) receives assistance information for traffic steering through a dedicated signaling from an eNodeB (eNB), and starts a timer upon entering an idle mode. The UE applies the assistance information received through the dedicated signaling until the timer expires. After the timer expires, the UE applies assistance information received through a broadcast signaling.

Abstract: A method is provided for performing network selection and traffic routing. A user equipment (UE) receives an Access Network Discovery and Selection Function (ANDSF) rule including an Inter-System Routing Policy (ISRP) rule or an Inter-Access Point Name (Inter-APN) Routing Policy (IARP) rule. The UE receives, from a base station, radio access network (RAN) assistance information. The RAN assistance information received from the base station is used to evaluate the ISRP rule or the IARP rule of the ANDSF rule. The UE evaluates whether the ISRP rule or the IARP rule of the ANDSF rule is valid or not by using the RAN assistance information. The UE selects one of the RAN assistance information and the ANDSF rule including the ISRP rule or the IARP rule.

Abstract: A method and a user equipment (UE) are provided for steering traffic within a visitor public land mobile network (VPLMN) in a wireless communication system. The UE transmits to a network, access network discovery and selection function (ANDSF)-related information comprising information on at least one of a home ANDSF (H-ANDSF) configured by a home public land mobile network (HPLMN) or a visitor ANDSF (V-ANDSF) configured by the VPLMN. The UE receives, from the network, traffic steering information which is generated by the network based on the ANDSF-related information, and steers traffic based on the received traffic steering information. The ANDSF-related information indicates whether the H-ANDSF or the V-ANDSF is an enhanced ANDSF. When the ANDSF-related information indicates that the H-ANDSF or the V-ANDSF is the enhanced ANDSF, the traffic steering information comprises a radio access network (RAN) rule parameter corresponding to a RAN rule configured by the network.
