    Abstract: A radio terminal according to an embodiment includes a controller configured to control a random access procedure. The random access procedure includes first processing of transmitting a random access preamble to a base station, second processing of receiving a random access response from the base station, and third processing of performing uplink transmission to the base station based on the random access response. The controller is configured to notify, in the first processing or the third processing, the base station of an amount of uplink data in a transmission buffer of the radio terminal.

    Abstract: A communication device according to an embodiment comprises: a controller configured to perform radio communication with another communication device in a mobile communication system to which an MDT function is applied. The controller obtains an MDT measurement result obtained by measuring a parameter in the radio communication. The parameter is a parameter affected by a latency reduction function. The controller adds, to the MDT measurement result, identification information on whether or not the latency reduction function is applied, depending on whether or not the latency reduction function is applied to the radio communication.

    Abstract: A communication control method in a mobile communication system, wherein each of a plurality of cell sets a CSS that is applied in common to all UEs 100 within the corresponding cell, and information associated with system information (an SIB 13) that is necessary for the reception of the MBMS control information is arranged in the CSS. The communication control method includes a step of simultaneously performing, by a UE 100, communication with a first cell operating as a main cell in which blind decoding for the CSS is required, and communication with a second cell operating as a subordinate cell other than the main cell; and a step of transmitting, by the UE 100, to the first cell, a main cell change request for changing the main cell from the first cell to the second cell.

    Abstract: A user terminal and processor for controlling a user terminal having the function of device-to-device (D2D) discovery. In an aspect, a user terminal determines whether a user terminal is in a radio resource control (RRC) idle mode, receives a system information block (SIB) broadcasted by the base station in the RRC idle mode, and transmits a discovery signal to other user terminal by the D2D discovery based on the SIB. The SIB includes resource information indicating usable radio resources for transmitting the discovery signal and power information for controlling transmission power used in transmitting the discovery signal. In another aspect, the terminal stores preconfigured resource and power information used to control D2D discovery, determines whether the terminal is in out of coverage by not detecting at least one cell meeting a criterion, and determines to use the stored resource and power information in response to an out of coverage determination.
