Abstract: A radio terminal according to an embodiment is to be connected to a base station of WWAN (Wireless Wide Area Network). The radio terminal receives, from the base station, a setting message instructing a connection process between the radio terminal and a WLAN (Wireless Local Area Network). The setting message including timer information setting a timer for determining a failure of the connection process between the radio terminal and the WLAN. The radio terminal starts a timer based on the timer information. The radio terminal determines that the connection process has failed, if the timer expires. The radio terminal transmits, to the base station, a failure message indicating a failure of the connection process. The failure message includes information indicating that a cause of the failure of the connection process is timeout.

Abstract: A radio terminal includes a receiver, a controller, and a transmitter. The receiver receives first information on radio resources for direct communication from a base station by broadcast and second information on a threshold value from the base station. The controller performs the direct communication by use of a radio resource autonomously selected among the radio resources. The receiver directly receives a radio signal from another radio terminal during performing the direct communication by use of the radio resources, and the controller compares received power of the radio signal with the threshold value of the second information. The transmitter notifies the base station of first information on the received power in response to the received power being larger than the threshold value, and does not notify the base station of the information on the received power in response to the received power being smaller than the threshold value.

Abstract: A master base station according to embodiment divides a bearer of a mobile station into two split bearers in a dual connectivity scheme. Abstract: A user terminal and processor for controlling a user terminal having the function of device-to-device (D2D) discovery. In an aspect, a user terminal determines whether a user terminal is in a radio resource control (RRC) idle mode, receives a system information block (SIB) broadcasted by the base station in the RRC idle mode, and transmits a discovery signal to other user terminal by the D2D discovery based on the SIB. The SIB includes resource information indicating usable radio resources for transmitting the discovery signal and power information for controlling transmission power used in transmitting the discovery signal. In another aspect, the terminal stores preconfigured resource and power information used to control D2D discovery, determines whether the terminal is in out of coverage by not detecting at least one cell meeting a criterion, and determines to use the stored resource and power information in response to an out of coverage determination.

Abstract: A system, user terminal, and processor determine whether to omit transmission of a random access preamble signal in a handover procedure from the first cell controlled by a first base station to a second cell controlled by a second base station when the user terminal transmits a notification indicating that a connection with the second cell is completed. The second base station notifies the user terminal of information via the first base station in response to admitting a handover request, the information indicating first information for adjusting a transmission timing of the notification and second information on a radio resource for transmitting the notification to the second base station. The user terminal determines that it omits transmission of the random access preamble signal on a basis of the first information, and transmits notification to the second base station by use of the second information in response to the determination.

Abstract: A radio communication system comprises: a first area entity operated in a first operation scheme in which use of a specific frequency band is permitted; and a second area entity operated in a second operation scheme in which use of the specific frequency band is permitted. A user terminal existing in an area of the first area entity notifies the first area entity of a frequency band change request for requesting a change of a frequency band used by the first area entity when a frequency of the specific frequency band used by the first area entity is congested due to use by the second area entity. The first area entity changes a frequency band used by the first area entity in response to the frequency band change request.
