Abstract: Methods for palette coding of image and video data to avoid issues associated with zero-size palette or to improve performance by conditionally signaling CU (coding unit)-level escape pixel presence flag are disclosed. In one embodiment, size information related to palette size of a current palette table of the current CU is signaled conditionally based on the escape indication flag, where the escape indication flag indicates whether there is any sample in the current CU coded as an escape pixel. In another embodiment, the CU-level escape pixel presence flag is conditionally signaled according to the current palette size or both of the predicted palette size and the new palette size. Conditionally signaling the palette sharing flag may also be based on the palette sharing flag.

Abstract: A method and apparatus of scaling list data signaling for inter-layer or inter-view sharing of the scaling list data from a reference layer or a reference view in a scalable or three-dimensional video coding system are disclosed. A first flag may be incorporated in the current bitstream to indicate the scaling list data sharing from a reference layer or view. When the first flag exists and the first flag has a first value, the scaling list data for the current layer or the current view is determined from a reference bitstream for a reference layer or a reference view. When the first flag exists and the first flag has a second value, the scaling list data for the current layer or the current view is determined from the current bitstream.

Abstract: Methods for decoding of a video bitstream by a video decoding circuit are provided. In one implementation, a method receives coded data for a 2N×2N coding unit (CU) from the video bitstream, selects one or more first codewords according to whether asymmetric motion partition is disabled or enabled when a size of said 2N×2N CU is not equal to a smallest CU size, wherein none of the first codewords corresponds to INTER N×N partition, selects one or more second codewords when the size of said 2N×2N CU is equal to the smallest CU size, wherein none of the second codewords corresponds to the INTER N×N partition when N is 4, determines a CU structure for said 2N×2N CU from the video bitstream using said one or more first codewords or said one or more second codewords, and decodes the video bitstream using the CU structure.

Abstract: Methods and apparatus of managing decoded picture buffer for a video coding system are disclosed for a system using an Inter prediction mode and an Intra Block Copy mode. According to one method, a current-picture-usage flag in a picture or slice level is determined. If the current-picture-usage flag indicates that the current picture is not allowed to be used as the reference picture for the current picture, only one picture buffer is allocated in a DPB (decoded picture buffer) for the current picture and a reconstructed current picture after in-loop filtering is stored in the picture buffer in the DPB. According to another method, the system allocates only one picture buffer in the DPB for both the Inter prediction mode and the Intra Block Copy mode of the current picture if all of one or more in-loop filters are disabled for the entire part of the current picture.

Abstract: According to at least one aspect, a method for predictive Intra coding is provided. The method comprises: determining a set of Intra prediction modes used for prediction unit (PU) blocks with a plurality of different block sizes comprising a 4×4 block size and at least two other block sizes; applying predictive Intra coding to a first PU block having a first block size that matches a block size in the plurality of different block sizes based on one or more neighboring PU blocks according to a first Intra prediction mode selected from the set of Intra prediction modes; and applying predictive Intra coding to a second PU block having a second block size that is different from the first block size and matches a block size in the plurality of different block sizes according to a second Intra prediction mode selected from the set of Intra prediction modes.

Abstract: A method of signaling of coding modes including an IntraBC mode (Intra-block copy mode) to improve the coding efficiency is disclosed. In one embodiment, the partition mode associated with IntraBC mode and the corresponding partition mode for Inter mode use the same binarization process and the same context modelling. In another embodiment, the displacement vector of IntraBC prediction for the chroma block is derived from the displacement vectors of the corresponding luma block. In yet another embodiment, a non-square PU is partitioned into multiple TUs (transform units) and IntraBC prediction is performed TU by TU.

Abstract: A method and apparatus of palette predictor initialization for a coding system using palette coding are disclosed. A SPS predictor flag indicating whether SPS palette predictor values are present in a current SPS and a PPS predictor flag indicating whether SPS palette predictor values are present in a current PPS are used. According to the values of the SPS predictor flag and the PPS predictor flag, the current palette predictor array having a current predictor size for blocks in a picture corresponding to the current PPS is signaled at an encoder side or derived at a decoder side based on the PPS palette predictor values, the SPS palette predictor values or both.

Abstract: A method for intra prediction mode decoding for a current block based on multi-level most probable mode (MPM) sets. The method includes determining one or more MPM candidates for a first-level MPM set, and determining one or more most probable remaining mode (MPRM) candidates for a second-level MPM set. Wherein the one or more MPRM candidates are identified based on a mode of a neighboring block of the current block, and the one or more MPRM candidates are different from any MPM candidate in the first-level MPM set. The method also includes decoding syntax information related to a current intra prediction mode corresponding to the current block according to the multi-level MPM sets using a decoder, and decoding the current block based on the determined current intra prediction mode.

Abstract: A method for palette coding is disclosed. In an encoder side, the method determines whether a first block is coded using a palette coding mode or a non-palette coding. If the first block is coded using the non-palette coding mode, a first color table for the first block is derived based on one or more color tables associated with one or more previously processed blocks. If the first block is coded using the palette coding mode, the first color table is derived from the first block. A second block coded after the first block may use the first color table as a palette prediction. At the decoder side, if the current block is coded using the palette coding mode, a first color table based on a previous coded block is derived and the current block is decoded using a first color table as a palette predictor.

Abstract: A method and apparatus of palette coding for video data having color formats including a monochrome format are disclosed. The system determines whether the video data is monochrome or non-monochrome. If the video data is monochrome, one or more single-component values corresponding to one or more palette coding parameters are parsed from or signaled in the video bitstream for a single color component of input monochrome video data. Palette decoding is then applied to the single color component of input monochrome video data using the palette coding parameters. If the video data is non-monochrome, one or more multi-component values corresponding to one or more palette coding parameters are parsed from or signaled in the video bitstream for multiple color components of input non-monochrome video data. Palette decoding is applied to the multiple color components of input non-monochrome video data using the palette coding parameters.
