Abstract: An uplink service data transmission method and apparatus. The method includes: receiving, by a wireless local area network WLAN access point AP, first indication information sent by a cellular network access device, where the first indication information is used to instruct the WLAN AP that user equipment UE served by the cellular network access device has uplink service data on which service offloading needs to be performed to the WLAN AP; and sending, by the WLAN AP, second indication information to the UE according to the first indication information, where the second indication information is used to instruct the UE to send the uplink service data to the WLAN AP.

The data transmission method includes: receiving, by a user equipment UE, a scrambled control channel; descrambling, by the UE, the scrambled control channel by using a first identifier, to obtain control information and cyclic redundancy code CRC; and after the UE completes a check on the CRC, receiving, by the UE according to the control information, data sent by an access network device.

This avoids a problem in a non-scheduled solution that a terminal does not know transmission resource occupation status information, and sends a first data packet by using a transmission resource unit that cannot be used to transmit a data packet; and reduces a latency for sending a data packet.

With a solution in this application, the base station can determine an appropriate transmission policy based on a network status, and send the transmission policy to the terminal, and the terminal can use, based on the transmission policy, an appropriate transmission mode to send uplink data to the base station, so that transmission efficiency is improved.

Abstract: Embodiments of the present disclosure provide a resource allocation information indication method, a base station, a user equipment, and a system. In technical solutions of the embodiments in accordance with the present disclosure, a base station generates and sends downlink control information that includes public resource allocation indication information to a UE, and the public resource allocation indication information is used to indicate resources allocated to multiple UEs. The UE obtains information about allocated resources according to the public resource allocation indication information. Therefore, a quantity of resources occupied by a resource allocation indicator is reduced, a quantity of resources occupied by entire DCI is reduced, and system signaling overheads are reduced. Particularly, when the method is applied to a short-subframe service scenario, signaling overheads are further reduced and system performance is improved.
