Abstract: System information change notification techniques for wireless communication networks are described. In one embodiment, for example, an apparatus may comprise a memory and logic, at least a portion of which is implemented in circuitry coupled to the memory, the logic to determine to perform a system information (SI) update procedure at user equipment (UE), identify, based on an SI change indication, one or more SI messages from which to acquire system information blocks (SIBS) according to the SI update procedure, and acquire at least one SIB from each of the one or more SI messages for storage at the UE. Abstract: Embodiments may be directed to techniques to determine physical downlink control channel (PDCCH) candidates to assign to a user equipment (UE) based on one or more aggregation levels, each PDCCH candidate in a highest aggregation level of the one or more aggregation levels assigned by a random distribution over a whole control channel element (CCE) domain, and each PDCCH candidate in one or more non-highest aggregation levels of the one or more aggregation levels assigned a random distribution over one or more CCEs utilized by PDCCH candidates of the highest aggregation level. Embodiments also include selecting at least one of the PDCCH candidates to utilize to send downlink control information (DCI) to the UE, and causing transmission of the DCI to the UE via the PDCCH candidates selected.

Abstract: Techniques for transmitting hybrid automatic repeat request (HARQ) feedback by narrowband Internet-of-Things (NB-IoT) devices are provided. NB-IoT user equipment (UE) can transmit HARQ feedback in response to a narrowband physical downlink shared channel (NPDSCH) received over a downlink (DL). NB-IoT UEs can transmit the responsive HARQ feedback over a narrowband physical uplink shared channel (NPUSCH) or a narrowband physical uplink control channel (NPUCCH). Options for defining the physical structures of the NPUCCH and NPUSCH and user multiplexing on the uplink (UL) are provided. Determination of an UL resource allocation by determining resources in time, frequency, and the code domain for the HARQ feedback transmissions are also provided. Higher level signaling and/or indications provided in downlink control information (DCI) can be used to determine the time, frequency, or code domain resources.

Abstract: A synchronization signal design is described for narrowband Internet of Things Communications. The synchronization signals facilitate time and frequency synchronization between an eNB and UEs. In one example, operations include generating an NB-Iot Secondary Synchronization Signal (N-SSS) using a Zadoff-Chu (ZC) sequence, scrambling the ZC sequence using a scrambling sequence, and transmitting the resulting scrambled NB-Iot Secondary Synchronization Signal (N-SSS) by the eNB in a periodic manner, wherein, the eNB has a cell identifier and the cell is identified by a combination of the root of the ZC sequence and the scrambling sequence.

Abstract: Air interface resource utilization techniques for wireless communication networks are described. According to various such techniques, one or more narrow band resource regions (NBRRs) may be defined for use in conjunction with narrow band (NB) transmissions in an NB cell. In some embodiments, one or more such NBRRs may be designated as broadcast NBRRs, and may be used to carry a majority, most, or all of the broadcasted information within the NB cell. In various embodiments, another NBRR may be designated as a primary NBRR, and may be used to carry synchronization signals for the NB cell. In some such embodiments, the primary NBRR may also be used to carry NB physical broadcast channel (NB-PBCH) transmissions and NB master information blocks (NB-MIBs).
