The present application provides a network energy consumption management system, including: a training unit, which is configured to acquire training data from at least one network node, and use the training data to train an energy consumption management model, so as to obtain a trained energy consumption management model; a prediction unit, which is configured to acquire input data from the at least one network node, and provide the input data for the trained energy consumption management model, so as to obtain output decision data; and an execution unit, which is configured to control the at least one network node to execute an energy conservation operation on the basis of the decision data.

The present disclosure is designed to carry out cell search and/or Radio Resource Management (RRM) measurements accurately even in carriers in which Listen Before Talk (LBT) is configured. According one example of the present disclosure, a user terminal communicates by using a cell in which listening is executed before signal are transmitted, and has a receiving section that receives a detection/measurement signal including a first synchronization signal and a second synchronization signal, and a measurement section that carries out measurements by using a channel state measurement reference signal, which is included in the detection/measurement signal, and which is frequency-multiplexed with the first synchronization signal and/or the second synchronization signal.

In order to prevent, in an LAA system supporting LBT, reduction in resource usage of the system, the present invention provides a radio base station that communicates with a user terminal capable of using a licensed band and unlicensed band. The radio base station comprises: an obtaining section that obtains information about an available time resource amount that is determined based on a result of LBT (Listen Before Talk) in the unlicensed band; and a control section that controls communication with the user terminal in the unlicensed band based on the information about the available time resource amount.

In one aspect, the adaptive modulation and coding method includes, in a user terminal, receiving a modulation and coding scheme (MCS) index, acquiring a modulation order corresponding to the received MCS index as a modulation order of a downlink shared channel, from a first table in which MCS indexes are associated with modulation orders including 8 and transport block size (TBS) indexes, and a second table is provided in which MCS indexes are associated with modulation orders of less than 8 and TBS indexes, and the first table is provided by puncturing a combination of a modulation order and a TBS index in the second table so that the first table and the second table are equal in a number of bits for an MCS index. In other aspects, a user terminal and a radio base station are provided.
