Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising one or more sub-pictures partitioned from a picture and a sub-picture level indicator indicating resource requirements for decoding a current sub-picture. The bitstream is parsed to obtain the sub-picture level indicator and the current sub-picture. Resources are allocated to decode the current sub-picture based on the sub-picture level indicator. The current sub-picture is decoded to create a video sequence by employing the allocated resources. The video sequence is forwarded for display.

Abstract: A method of decoding a coded video bitstream is provided. The method includes obtaining a reference picture list structure for a current slice represented in the coded video bitstream; constructing a reference picture list for the current slice based on the reference picture list structure such that a number of entries in the reference picture list and an order of the entries in the reference picture list are both the same as in the reference picture list structure, wherein the reference picture list contains a plurality of active entries and a plurality of inactive entries; and obtaining, based on at least one active entry of the reference picture list, at least one reconstructed block of the current slice.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising a first adaptation parameter set (APS) network abstraction layer (NAL) unit including an adaptive loop filter (ALF) type, a second APS NAL unit including a scaling list type, a third APS NAL unit including a luma mapping with chroma scaling (LMCS) type, and a slice. The mechanism further includes obtaining ALF parameters from the first APS NAL unit, obtaining scaling list parameters from the second APS NAL unit, and LMCS parameters from the third APS NAL unit. The mechanism further includes decoding the slice using the ALF parameters, the scaling list parameters, and the LMCS parameter. The mechanism further includes forwarding the slice for display as part of a decoded video sequence.

Abstract: A video coding mechanism for viewpoint dependent video coding is disclosed. The mechanism includes mapping a spherical video signal, stitched from multiple directional video signals, into a plurality of sub-picture video signals each containing a sequence of sub-pictures. The plurality of sub-picture video signals are encoded as a plurality of sub-picture bitstreams. The plurality of sub-picture bitstreams are composed into a plurality of sub-picture tracks to be compatible with a multi-bitstream merge function for reconstruction of the spherical video signal. A track level mergable indication is encoded within a track level box for the sub-picture tracks, which indicates the sub-picture tracks are compatible with the multi-bitstream merge function for reconstruction of the spherical video signal.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising a plurality of coded sequences of point cloud coding (PCC) frames. The plurality of coded sequences of PCC frames represent a plurality of PCC attributes including geometry, texture, and one or more of reflectance, transparency, and normal. Each coded PCC frame is represented by one or more PCC network abstraction layer (NAL) units.
The mechanism also includes parsing the bitstream to obtain, for each PCC attribute, an indication of one of a plurality of video codecs used to code the corresponding PCC attribute. The mechanism also includes decoding the bitstream based on the indicated video codecs for the PCC attributes.-

The method includes determining that a coded video sequence (CVS) of the coded video bitstream includes a video coding layer (VCL) network abstraction layer (NAL) unit having a gradual decoding refresh (GDR) network abstraction layer (NAL) unit type (GDR_NUT), the VCL NAL unit having the GDR_NUT containing a GDR picture; initiating decoding of the CVS at the GDR picture; and generating an image according to the CVS as decoded. A corresponding method of encoding is also disclosed.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving an extracted bitstream that is a result of a sub-bitstream extraction process from an input bitstream containing a set of sub-pictures. The extracted bitstream contains only a subset of the sub-pictures of the input bitstream to the sub-bitstream extraction process. A flag from the extracted bitstream is set to indicate that sub-picture information related to the subset of the sub-pictures is present in the extracted bitstream. One or more sub-picture identifiers (IDs) for the subset of the sub-pictures are obtained based on the flag. The subset of the sub-pictures is decoded based on the sub-picture IDs.

The method includes receiving the coded video bitstream, wherein the coded video bitstream contains a gradual decoding refresh (GDR) picture and a first flag having a first value; setting a second value of a second flag equal to the first value of the first flag; emptying any previously-decoded pictures from a decoded picture buffer (DPB) based on the second flag having the second value; and decoding a current picture after the DPB has been emptied.
