A method and apparatus for transmitting an indicator in a wireless communication system is provided. A user equipment (UE) transmits an indicator to a base station, using at least one of a buffer status report (BSR) media access control (MAC) control element (CE) and a power headroom report (PHR) MAC CE if uplink transmission is not available. The indicator may indicates that there is no data in a buffer of the UE regardless of a current buffer status, or that there is no power headroom regardless of current power headroom status. The indicator may be a new logical channel identifier (LCID) or a new field, which indicates that the UL transmission is not available, in the at least one of the BSR MAC CE and the PHR MAC CE.

A method for performing vehicle-to-everything (V2X) communication in a wireless communication system and a device for same are disclosed. Particularly, a method for a user equipment (UE) performing V2X communication with a PC5 interface in a wireless communication system includes: receiving from an upper layer a request for transmitting a V2X message; requesting radio resources, for V2X communication with a PC5 interface, to a base station or selecting radio resources for V2X communication with the PC5 interface; and performing transmission of V2X communication with the PC5 interface, wherein, if a UE has emergency packet data network (PDN) connection, an indication, indicating that transmission with the emergency PDN connection is a higher priority than the V2X communication with the PC5 interface, can be transmitted from the upper layer.

A user equipment (UE) receives information on multiple resource pools from a network, selects a first resource pool among the multiple resource pools, and stores a media access control (MAC) protocol data unit (PDU) in the HARQ buffer for transmission via the first resource pool. When the UE reselects a second resource pool among the multiple resource pools, the UE flushes the HARQ buffer.

More specifically, the present invention relates to a method and a device for performing a LCP procedure by a Relay UE in wireless communication system, the method comprising: performing, by the relay UE, a LCP procedure for generating MAC PDU by considering a priority of a first logical channel of a remote UE and a priority of a second logical channel of the relay UE; and transmitting the MAC PDU to a network, wherein if the priority of the second logical channel is equal to the priority of the first logical channel, data from the second logical channel of the relay UE is prioritized over data from the first logical channel of the remote UE during the LCP procedure.

The method may include: receiving information on priorities of semi persistent scheduling (SPS) configurations, from a base station; selecting a first carrier among the multiple carriers, based on the information on priorities of the SPS configurations; allocating a resource of the selected first carrier to a logical channel with the highest priority; and transmitting the MAC PDU, by using the resource of the selected first carrier.
