The second node obtains first information corresponding to a first logical channel, where the first information is used to indicate whether segmentation of a data packet on the first logical channel is allowed, the first logical channel corresponds to a second time-frequency resource, and the second time-frequency resource is included in the first time-frequency resource. The second node sends first data to the first node by using the first time-frequency resource. This application is applied to data transmission.
