As soon as data is stored in the data read memory section (1), wavelet conversion filtering is performed on the image area, in the horizontal or vertical direction, by a wavelet conversion section (5).     摘要: In an image encoder, a first quantization section which is selected when normal image quality is required performs quantization by dividing a wavelet transformation coefficient by a quantization step size and by thereafter rounding down a fraction thereof. On the other side, a second quantization section which is selected when high image quality is required performs quantization by dividing a wavelet transformation coeffient by a quantization step size, by adding 0.5 to the addition result, and by thereafter rounding down a fraction thereof. Therefore, the width of a dead zone where coefficients are quantized to a value of 0 is narrower than that in the first quantization section, and higher image quality is obtained accordingly.

A high-pass rate controller (18) provides such a rate control that the bit rate of arithmetic code D17 in all code blocks in other subbands than the low-frequency subbands will be less than a target bit rate, that is, a bit rate resulted from subtraction of a bit rate D18 having actually occurred in the low-frequency subbands from a final target bit rate.

A input picture is split into plural tile pictures and wavelet transform is applied to input pictures on the tile picture basis to effect the encoding.
