A method for detecting a section where congestion occurs in a data transmission path by a user equipment (UE) comprises receiving a first probe packet, receiving a second probe packet, measuring an interval in time of reception between the first probe packet and the second probe packet, determining whether the measured time interval exceeds a threshold, and determining whether a bottleneck occurs using a result of the determination and information contained in the probe packets, wherein the information contained in the probe packets is information about the time interval between the probe packets and transmission rates of load packets.

A method for setting up/releasing by a user equipment (UE) a radio resource control (RRC) connection with an evolved node B (eNB) in a communication system is provided. The method includes detecting that traffic occurs. The method also includes that after detecting that the traffic occurs, determining a traffic type of the traffic The method further includes adaptively adjusting a timing point at which the UE releases a RRC connection between the eNB and the UE based on the traffic type.

The present invention relates to management of mobility of a terminal in a wireless communication system, and an operating method of the terminal comprises: a step of transmitting a first message requesting mobility-related capability information of an access network, and a step of receiving a second message informing of the mobility-related capability information of the access network. The method includes identifying, by an eNB, a RAT used by a UE, generating, by the eNB, charging-related information including RAT information indicating the identified RAT for a charging process per use of a communication service by the UE, and transmitting, by the eNB, the charging-related information to a network entity involved with the charging process.

A method and apparatus for managing mobility of a terminal by a first base station in a communication system. The first base station assigns a first address to the terminal located in a cell managed by the first base station and establishes a session to an external server that communicates with the terminal using the first address. If the terminal moves to a cell managed by a second base station different from the first base station, the first base station determines whether information about a second address assigned to the terminal by the second base station is received within a predetermined time. Upon receiving the information about the second address within the predetermined time, the first base station transmits data received from the external server to the terminal through the second base station using the information about the second address.

The present invention relates to a method and an apparatus for managing the mobility of a terminal in a mobile agent according to a method for distributive mobility management, and the method according to one embodiment of the present invention comprises: a step for detecting a change in location information of a terminal according to the movement of the terminal and storing the changed location information in a first storage unit; a step for storing, in a second storage unit, an index of the first storage unit in which the changed location information is stored; and a step for transmitting, to another mobile agent, an index value stored in the second storage unit at a point in time at which a predetermined condition is satisfied, and initializing the second storage unit.

A method for performing policy and charging control (PCC) in a decentralized network architecture includes performing, by a first base station (BS), a procedure of initial network entry of a mobile station (MS), determining, by the first BS, first PCC rules for the MS by using at least one of subscription information and application information regarding the MS, enforcing, by the first BS, control and charging for data communication of the MS based on the first PCC rules, generating second PCC rules to be applied to a second BS and transferring the second PCC rules to the second BS,when detecting a handover of the MS to the second BS, and requesting the MS to connect to the second BS. Other embodiments including a method for performing PCC in the seconds BS, and the first BS and the second BS for performing PCC are disclosed.

A method and apparatus for managing mobility of a terminal by a first base station in a communication system. The first base station assigns a first address to the terminal located in a cell managed by the first base station and establishes a session to an external server that communicates with the terminal using the first address. If the terminal moves to a cell managed by a second base station different from the first base station, the first base station determines whether information about a second address assigned to the terminal by the second base station is received within a predetermined time. Upon receiving the information about the second address within the predetermined time, the first base station transmits data received from the external server to the terminal through the second base station using the information about the second address.
