    Abstract: This application provides a measurement method, a terminal device, and an access network device. The measurement method includes: measuring, by a terminal device, signal quality of a plurality of beams, where the signal quality of the plurality of beams is obtained by using synchronization signal blocks; the signal quality of the plurality of beams includes signal quality of a same beam at different moments, and the plurality of beams belong to one cell; and obtaining, by the terminal device, signal quality of the cell based on the signal quality of the plurality of beams. In this way, cell measurement based on a synchronization signal is implemented, and the signal quality of the cell obtained based on the signal quality of the plurality of beams at the different moments is more accurate.

    Abstract: A data transmission method and a communications apparatus are provided. One data transmission example method includes that a core network user plane device receives a first data packet sent by an access network device, where the first data packet includes uplink data of a terminal device and identification information of the terminal device. The core network user plane device obtains context information of the terminal device based on the identification information of the terminal device. The core network user plane device processes the uplink data based on the context information of the terminal device.

    Abstract: A method includes: performing, by a terminal device, data transmission based on a configuration parameter of a currently activated first bandwidth part BWP, where the configuration parameter of the first BWP includes at least one of a first resource offset, a first bandwidth, and a first subcarrier spacing; determining, by the terminal device, a first random access resource and a second configuration parameter for random access, where the second configuration parameter includes at least one of a second resource offset, a second bandwidth, and a second subcarrier spacing; sending, by the terminal device, a random access request to the network device on the first random access resource; and receiving, by the terminal device, a random access response based on the second configuration parameter, where the random access response is sent by the network device based on the random access request.

    Abstract: In one embodiment, a policy may be defined, which specifies that an operation be performed over a first set of channels before being performed over a second set of channels different than the first set of channels. The first set of channels may be associated with a first set of frequencies, and the second set of channels may be associated with a second set of frequencies. A network device may perform paging according to the defined policy. A user equipment (UE) may perform paging, page monitoring, cell selection triggered by paging, or cell reselection triggered by paging according to the policy. The policy may be hardcoded, pre-configured or dynamically configured using signaling messages.
