    Abstract: A method includes: a terminal obtains a downlink reference for uplink transmission in a first cell of a first base station, the downlink reference is used to determine frequency information of an uplink carrier of the first cell; the terminal obtains uplink grant information in the first cell of the first base station, where the uplink grant information includes information about an uplink time-frequency resource on the uplink carrier of the first cell; and the terminal sends uplink data to the first base station on the uplink time-frequency resource by using the downlink reference.

    Abstract: Embodiments of this application provide an access control method, a terminal device, and a radio access network device. The method includes: receiving, by a terminal device, access control information sent by a radio access network device; when the terminal device needs to initiate access or a service, checking, by the terminal device, a first check item obtained in a predetermined order from a plurality of check items in the access control information; obtaining, by the terminal device when the terminal device belongs to a target object indicated by first target object information included in the first check item, a first check result based on the first check item; and when the first check item is not a last check item of the plurality of check items, determining, by the terminal device, the first check result as a final result based on the first check result and first result processing information of the first check item, or checking a second check item obtained in the predetermined order from the plurality of check items. According to the embodiments of this application, flexible access may be implemented.

    Abstract: The present invention discloses a wireless communications method and system, a base station, and user equipment. The base station includes: a signaling transmission module, configured to transmit downlink control signaling to user equipment on a first frequency band; and a data transmission module, connected to the signaling transmission module and configured to transmit downlink user data to the user equipment by using a beamforming technology on a second frequency band, where the first frequency band and the second frequency band belong to a same cell and are synchronous, a frequency of the first frequency band is lower than a frequency of the second frequency band, and a bandwidth of the first frequency band is less than a bandwidth of the second frequency band. According to the foregoing disclosed content, the present invention can improve system performance.

A primary base station of the terminal sends a message including indication information to request the terminal device to report a timing offset between the primary base station and a secondary base station of the UE. The secondary base station calculates a corrected measurement gap information according to a measurement gap information and the timing offset. The method includes: sending, by a first base station, first data to UE according to first data allocation information that is determined according to a radio access capability of the UE; and sending, by a second base station according to second data allocation information that is determined by the first base station according to the radio access capability of the UE, second data to the UE; where the first base station performs carrier aggregation with the second base station, and a total amount of data that is sent by the first base station and the second base station to the UE in a same TTI does not exceed a total amount of data that can be received according to the radio access capability of the UE.
