Abstract: A message transmission method and a message transmission apparatus are provided. The message transmission method includes: obtaining, by a terminal, network congestion control configuration information; processing, by the terminal according to the network congestion control configuration information, a message generated by the terminal, and obtaining the processed message; and sending, by the terminal, the processed message. According to the method, a message generated by the terminal can be processed flexibly to relieve a network congestion problem in the Internet of vehicles.

Abstract: This disclosure provides a measurement method, a terminal device, and an access network device. The method includes: receiving, by a terminal device, a first message sent by an access network device, where the first message includes measurement type information, the measurement type information is used to indicate a first measurement granularity, and the first measurement granularity is one of a cell measurement granularity or a beam measurement granularity; and obtaining, by the terminal device, a measured value of a measurement object corresponding to the first measurement granularity. In the embodiments of this disclosure, by introducing different measurement type information, measurement of different granularities may be implemented, so that the measurement granularity is more refined and measurement results are more accurate.

Abstract: Example communication methods and apparatus in a wireless network are described. One example communication method includes establishing dual connections to a first access network device and a second access network device by a terminal device. A connection that is between the terminal device and the first access network device and that is included in the dual connections is a radio resource control (RRC) connection. The terminal device receives first configuration information sent by the first access network device. The first configuration information includes signaling radio bearer (SRB) configuration information of the second access network device and a trigger condition for using the SRB configuration information. When the trigger condition is met, the terminal device uses the SRB configuration information of the second access network device to establish an RRC connection to the second access network device.

Abstract: A data transmission method includes: sending, by a network device, first configuration information to a terminal device, where the first configuration information includes first carrier configuration information and first time configuration information, the first carrier configuration information indicates at least one carrier configured by the network device for a bearer or a logical channel for performing hybrid automatic repeat request, and the first time configuration information indicates a first transmission time unit bundling quantity corresponding to each of the at least one carrier; and sending or receiving, by the network device, data corresponding to the bearer or the logical channel based on the first carrier configuration information and/or the first time configuration information. The data transmission method facilitates low-latency and high-reliability transmission and improves resource utilization.

Abstract: An apparatus and a method for transmitting data are included in a wireless network. The apparatus for transmitting data in a wireless network receives a status data packet sent by an upper layer, where the status data packet includes status information of the transmit end in a current status; discards, when there is a cached previous-status data packet, the previous-status data packet and caches the status data packet, where the previous-status data packet includes status information of the transmit end in a previous status; and sends the status data packet to a receive end when obtaining a sending resource, where the previous-status data packet and the status data packet have a same feature. In this way, a data packet delay is reduced; and in an application scenario of the Internet of Vehicles, timely data exchange between vehicles is ensured, and vehicle driving safety is improved.

Abstract: Embodiments of the present invention provide a wireless broadband communication method, device, and system. The method provided in an embodiment of the present invention includes: establishing, by a macro base station, a Radio Resource Control RRC connection with a user equipment UE; receiving, by a small cell, a configuration message sent, through a wired or wireless interface, by the macro base station; and establishing, by the small cell, a user plane connection between the small cell and the UE based on the RRC connection and the configuration message, and establishing a data bearer with the UE on the user plane connection.
