    Abstract: Embodiments of the present invention provide a V2X message sending method, apparatus, and system, and relate to the field of Internet of Vehicles. The method includes: obtaining, by a terminal, first configuration information, where the first configuration information is used for determining a first transmission resource pool; determining the first transmission resource pool based on the first configuration information; selecting a first transmission resource from the first transmission resource pool in a first transmission resource obtaining manner when a preset condition is met; and sending a V2X message by using the first transmission resource.

The communication method includes: receiving a UL grant from a network device, where the UL grant is used to indicate an uplink transmission resource and transmission characteristic information; determining a first logical channel group, where each logical channel in the first logical channel group is mapped to one or more pieces of transmission characteristic information, and transmission characteristic information to which at least one logical channel in the first logical channel group is mapped matches the transmission characteristic information indicated by the UL grant; and sending a BSR of the first logical channel group to the network device by using the uplink transmission resource.

    Abstract: A message relay arrangement is described. A first terminal sends a first message to a second terminal, where the first message that instructs the second terminal to determine a type of the second terminal based on the first message. Based on the terminal type, the second terminal operating as the first-type terminal sends first measurement information; or operating as the second-type terminal receives first measurement information sent by a first-type terminal, determines quality of a first link between the first-type terminal and the second-type terminal, and sends the quality of the first link to the first terminal. The first terminal receives the quality of the first link sent by the second-type terminal. The first terminal determines a mapping relationship between the first-type terminal and the second-type terminal based on the quality of the first link. The first terminal sends the mapping relationship to terminals corresponding to the mapping relationship.
