Aspects directed towards measurement procedures in multicarrier operation are disclosed. In a particular aspect, a wireless terminal selects a subset of cells, which include at least one serving cell and at least one non-serving cell. The subset of cells are then evaluated by obtaining a first measurement associated with the at least one serving cell and a second measurement associated with the at least one non-serving cell. A measurement event occurrence, which is based on a comparison between the first measurement and the second measurement, is then monitored. An occurrence of the measurement event triggers a measurement report transmission, which the network then uses to perform handovers. Other disclosed embodiments are directed towards placing a reception band, which include identifying a set of assigned component carriers and placing a reception band within the system bandwidth so that the placement overlaps with at least a portion of the assigned component carriers.

A scheme is provided for indexing and storing radio bearer configurations for a UMTS wireless communication network, such as a UTRAN. A radio network controller maintains a list of radio bearer configurations and an identifier for each configuration. One or more of these configurations and their identifiers are sent to a mobile terminal in the network. The mobile terminal stores these configurations and identifiers for future reference. This enables an on-the-fly configuration scheme in which the network controller can reference a particular stored configuration by its identifier to cause the mobile terminal to use that configuration to setup wireless transmitter and/or receiver. The identifiers may have contiguous values so that the network controller can transmit a range (e.g., starting identifier and ending identifier) to the mobile terminal rather than each identifier. When a configuration is modified or removed, the network controller may reassign identifiers to maintain contiguous values.

Systems and methodologies are described that facilitate indicating a loss of channel quality on a component carrier of a plurality of component carriers. A UE can monitor configured component carriers to determine channel qualities associated therewith. The UE can transmit carrier quality information that includes the channel qualities of the plurality of component carriers. In addition, the UE can identify a component carrier experiencing a loss of channel quality and notify a base station of the component carrier with poor channel conditions. In one aspect, the UE can incorporate additional information into a scheduling request. In addition, the UE can generate a CQI report that contains the carrier quality information. Further, the base station, when a loss of channel quality occurs, can retry transmission on different carriers. Moreover, the base station can employ information provided by the UE when selecting a component carrier for a transmission.

Techniques are provided to facilitate offloading of mobile entities from a serving network entity. For example, there is provided a location-based method that involves, in response to a load of the requesting entity exceeding a load threshold, identifying candidate network entities to which to offload a user equipment (UE), each of the candidate network entities being in sleep mode. The method may involve determining coverage and location information for the candidate network entities, and determining location information for the UE. The method may involve selecting a given network entity to turn ON based at least in part on the coverage information and the location information. The method may involve sending an ON-request message to the at least one selected network entity, the ON-request message including a timer that can be used to deactivate the selected network entity in case it is not useful in offloading the serving network entity.

Systems and methods for facilitating emergency call service are provided. The method can include modifying a configuration parameter of a user equipment (UE), wherein the configuration parameter is related to at least one of: network selection, cell selection or reselection or service selection within a wireless communication system, and wherein a modified configuration parameter results in a preference by the UE for a network, cell or service configured to support emergency calls at the UE. The method can also include prioritizing circuit-switched services over packet-switched services, utilizing the circuit-switched voice service preferentially or exclusively and/or prioritizing a network configured to offer emergency call service over the original serving network of the UE, based, at least, on the modifying the configuration parameter. Modifying the configuration parameter can be performed autonomously by the UE. The modified configuration can also enable callback services to a UE from the network.
