eNB 200 performs control on UE 100 that transmits or receives the periodical discovery signal by using the first radio resource. The eNB 200 notifies the UE 100 of a second radio resource for transmitting or receiving the non-periodical discovery signal between the UE 100 and a different UE 100 associated with the UE 100. The UE 100 uses the second radio resource to transmit or receive the non-periodical discovery signal.

When a UE 100-2 (a reception-side UE) that performs D2D communication by using UL radio resource switches communication modes between cellular communication and the D2D communication, if DL subframe in which data reception of the cellular communication should be performed and the UL subframe in which data reception of the D2D communication should be performed at least partially overlap on a time axis, then the UE 100-2 performs data reception in one subframe, out of the overlapping two subframes.

A UE 100 comprises a controller configured to select either a normal mode in which D2D communication is controlled by a network or a public safety mode in which the D2D communication is controlled by the UE 100 instead of the network, as a mode to be applied to the D2D communication. The UE 100 selects either the normal mode or the public safety mode on the basis of a reception situation of a public safety allowance signal and a public safety prohibition signal transmitted depending on a situation of the network.

A communication control method is applied to a mobile communication system that includes a base station, a user terminal configured to establish a connection with the base station, and a network including the base station and a network device configured to be an upper device of the base station, and that supports D2D communication that is direct device-to-device communication. The communication control method comprises: a step of acquiring, by the network, a load level of the base station; and a step of determining, by the network, whether to permit the D2D communication of the user terminal on a basis of the load level.

A base station according to a first aspect is configured to transmit a radio signal to a user terminal in an own cell by using a plurality of transmission antennas. The base station comprises: a controller configured to notify the user terminal of a multi-antenna transmission mode to be applied to a transmission of the radio signal; and a transmitter configured to transmit the radio signal by using the plurality of transmission antennas by the multi-antenna transmission mode notified to the user terminal. The controller reduces a number of transmission antennas to be used for the transmission of the radio signal so as to reduce power consumption of the base station. The controller maintains the multi-antenna transmission mode notified to the user terminal without changing the multi-antenna transmission mode, even when reducing the number of transmission antennas to be used for the transmission of the radio signal.

A communication control method for linking a cellular communication system with a wireless LAN system comprises: in a cellular base station, a step of storing location information of a wireless LAN access point; a step of acquiring location information of a user terminal connected to the cellular base station; a step of determining, on the basis of the respective location information of the wireless LAN access point and the user terminal, whether or not the user terminal is connected to the wireless LAN access point; and a step of transmitting a scan instruction for the wireless LAN access point to the user terminal when it is determined that the user terminal is connected to the wireless LAN access point.

A communication control method is a method for performing an offload from a cellular RAN to a wireless LAN. The communication control method includes the steps of: transmitting a list which contains identifiers of wireless LAN access points included in the wireless LAN, by a cellular base station included in the cellular RAN; receiving the list, by a user terminal which has a cellular communication unit and a wireless LAN communication unit; and performing an operation related to the offload after detecting that the user terminal approaches a wireless LAN access point on the basis of the list, by the user terminal which exists in a cell of the cellular base station.

In a time in which data is to be received from the first user terminal, when the second user terminal does not receive the data from the first user terminal, the second user terminal transmits failure notification indicating reception failure in the D2D communication to the base station.
