Abstract: An information distribution device performs a method for selectively distributing media associated with an incident to a plurality of responders assigned to the incident. The method includes receiving, at the information distribution device, an incident information bundle comprising media inputs associated with the incident. For each responder in the plurality of responders assigned to the incident, the information distribution device: determines a set of roles for the responder; selects a set of filtering templates designed based on the set of roles; applies the set of filtering templates to the information bundle to generate a responder information bundle that includes a subset of the media inputs that is customized to the set of roles for the responder; and delivers the responder information bundle to the responder.

Abstract: An electronic apparatus including an electrostatic discharge (ESD) protection circuit, an abnormal voltage detection circuit, an internal circuit and a blocking circuit is provided. The ESD protection circuit receives a plurality of input signals for preventing an abnormal high voltage damage produced by an ESD phenomenon on a path for delivering the input signals, and correspondingly outputs a plurality of voltage-dropped input signals. The input signals include a control signal set and a data signal set. The abnormal voltage detection circuit is coupled to the ESD protection circuit. The abnormal voltage detection circuit receives the voltage-dropped input signals, and produces a blocking control signal according to voltage levels of the voltage-dropped input signals. The blocking circuit is used for receiving the blocking control signal and blocking the control signal set from delivering to the internal circuit according to the blocking control signal.

Abstract: A method and apparatus for accessing messages from a message server. Messages are stored on the message server in their current format without transcoding. When a client opens a session with the message server, a data transfer rate is determined for the client. In response to a message retrieve request, the bit rate of the message is compared to the data transfer rate, and if less than the data transfer rate, the message is downloaded to the user terminal without transcoding. If the bit rate is greater than the data transfer rate, then the message is transcoded to a lower bit rate according to a codec supported by the user. The codec may be selected from a set of codecs supported by the user terminal. The user is provided with the capability to override the system selected codec, for example, to pick a codec for secure encoding or encryption.
