A system element having an application function determines, for a set of user equipment (UE), pre-allocation information used to select a set of cells in the RAN to which the set of UE will connect for exchanging data. The element sends a request to establish a bearer to an evolved packet core (EPC), wherein the request includes the pre-allocation information. The determining and sending actions are performed prior to one or more of the UE in the set of UE connecting to the set of cells. The EPC processes the request and returns a response to the system element, which identifies that a bearer for unicast and/or group communications has been established.

Resource allocation is performed in a shared wireless network that includes multiple cells, a shared wireless network QoS manager, and multiple local QoS managers. The shared wireless QoS manager receives from multiple ones of the local QoS managers on a per cell and per QoS service class basis (for a plurality of QoS service classes): an aggregation of current cell usage estimations; an aggregation of cell load level indicators, and an aggregation of additional resources needed. Using this received information, the shared wireless network QoS manager: determines a total capacity of each cell that is needed to satisfy a total resource need on a cell by cell basis for the local QoS managers; and based on a maximum capacity for each cell, allocates to each local QoS manager a percentage of their total resource need.

Upon receipt, the HIF transmits a copy of the data packet to the serving RFSS if the data packet was received from the home RFSS; otherwise, the HIF transmits a copy of the data packet to the home RFSS if the data packet was received from the serving RFSS.

The method includes processing, at the HIF, a first invite message received from the calling home RFSS, wherein the first invite message includes a first request uniform resource identifier (URI) that designates an alias system unit identification (SU-ID). In response to the first invite message, transmitting, from the HIF to the called home RFSS, a second invite message, including a second request URI that designates a real SU-ID, wherein the HIF acts as the calling home RFSS. The unit-to-unit call is thus established between the calling unit and the called unit through the calling home RFSS, the HIF, and the called home RFSS.
