The embodiments of the present invention provide a method, an apparatus and a system for service establishment for a multi-mode user equipment. In an embodiments of the present invention, a centralized control entity (Controller) may obtain the base station information of the respective base stations in the multi-RAT network in real time and select proper RAT base station information in accordance with service demand of the user equipment, so as to initiate bearer establishment for the service. Compared with the prior art which only aims at a particular service and handover can only be performed in particular RAT networks, the present solution does not has particular limitation on a service, and moreover, a proper RAT network may be selected from multiple RAT networks more flexibly for each service without increasing power consumption of the user equipment.

The present invention discloses a method and a device for handover of a mobile terminal between base stations, which relates to the field of communications technologies and can realize handover of user equipment between base stations in a condition of ensuring that business services of a neighboring base station and a target base station are not interrupted. An embodiment of the present invention includes: a source base station obtains a designated channel resource, and, by negotiating with a target base station and a neighboring base station, determines to send a handover command to user equipment. Embodiments of the present invention are mainly applied to a handover process of a base station.

A wireless controller communication method and a wireless controller are provided. The method comprises: receiving, by the wireless controller, an identifier and address information allocated to the wireless controller by a network management device; registering, by the wireless controller, attribute information of a slave control device belonging to the wireless controller with the network management device, wherein the network management device establishes a mapping relationship between the wireless controller and the slave control device; searching for address information of the slave control device based on the mapping relationship when the wireless controller needs to communicate with the slave control device; and establishing, by the wireless controller, communication with the slave control device based on the address information of the slave control device.

Embodiments of the present invention provide a method and an apparatus for scheduling user data, and the method includes: acquiring a power limitation manner in which power limitation is implemented on user data of a user; acquiring an actual scheduling weight of the user after the power limitation is implemented in accordance with the power limitation manner; and transmitting the user data of the user on a resource block according to the actual scheduling weight of the user. This method combines different power limitation manners with scheduling criteria and updates the scheduling weight according to the power limitation manner, so that a scheduling result is more in line with a channel state, and system performance is improved.
