A recovered clock signal is simulated from an acquired external clock signal by use of an uncomplicated algorithm requiring few calculations. The recovered clock is usually used in an apparatus that receives external clock and external data signals and recovers the recovered clock signal from the external clock signal by use of a phase lock loop to process the external data according to the recovered clock. Apparatus according to the invention digitizes the external clock signal and stores resulting the time domain data in memories (step 48). It detects time domain data of edges of the stored external clock (step 50), and the detected time domain data of the edges are converted into frequency domain data (step 52). The frequency domain data are multiplied by the respective predetermined coefficients in different frequency domains (step 54). The resultant frequency domain data are restored to the time domain data (step 56) to obtain time domain data of the edges of the recovered clock signal. The recovered clock signal is used to measure jitter of the external clock and data signals relative to the recovered clock signal.

A video-data compression rate N used by a 1:N video-data compression encoder 3 and a 1:N video-data compression decoder 6 is changed depending upon a picture quality set by a device 5 for setting a picture quality that a user desires. A tape travel speed of an archive VTR 4 is changed in response to the picture compression rate. Thus, an amount of a tape travel is optionally set depending upon a level of the picture quality. Therefore, it is possible to optionally select a tape storage space in response to the level of the picture quality.

An optical transmitter converts serial hi-vision digital signals sent from a transmitting side peripheral device over a coaxial cable into serial digital optical signals to transmit the resulting signals over an optical fiber. An optical receiver receives the serial digital optical signals sent from the optical transmitter over the optical fiber to convert the signals into serial hi-vision digital signals to transmit the converted signals over a receiving side coaxial cable to a receiving side peripheral device. This enables transmission of digital signals to the receiving side peripheral device with suppressed signal deterioration without requiring a complex structure.
