Various apparatae, methods and code are described for determining a designation or lack thereof of a carrier to at least one of a master cell group and a secondary cell group from at least one of at least one measurement object or at least one reporting configuration received from a network; determining measurement parameters for the carrier based on the designation or lack thereof from configurations and/or activities associated with the determined cell group; and performing measurements on the carrier corresponding to the determined measurement parameters. Various apparatae, methods and code are described for, in response to determining a user equipment's measurements being too infrequent on a carrier part of the user equipment's master cell group, assigning the carrier to the user equipments secondary cell group and receiving corresponding measurement reports.

The at least one memory and the computer program code can be configured to, with the at least one processor, cause the apparatus to at least receive at least one random access preamble from user equipment. The at least one memory and the computer program code can be further configured to, configure at least one backoff indicator. The at least one memory and the computer program code can be further configured to, with the at least one processor, cause the apparatus to at least transmit the at least one backoff indicator and at least one backoff configuration indicator to the user equipment. The at least one backoff configuration indicator is used to indicate how the at least one backoff indicator is applied.

Embodiments of the present disclosure relate to for inter-CU topology adaptation. A first device establishes a communication interface between the first device and a second device. The first device receives from the second device a handover complete message indicating that a handover of the second device from a third device to the first device is completed. The first device transmits to the second device a command indicating the second device to activate cells configured by the first device.

Various methods are provided for triggering a power headroom report. One example method may include storing a first pathloss value and a second pathloss value for a first entity and a first pathloss value and a second pathloss value for a second entity, for each of the first entity and second entity, determining whether first pathloss value or second pathloss value has changed more than a corresponding threshold value, determining whether the UE has UL resources for a new transmission, and in an instance where, for at least one of the first entity or second entity, the first pathloss value or second pathloss value has changed (e.g., increased or decreased) more than the corresponding threshold value, triggering a PHR. Methods and apparatus, including computer program products, are provided for providing a preference to a user equipment to indicate how the user equipment should respond to a paging message and the like. The method may include receiving, at a user equipment, an indication representative of whether the user equipment should respond to a base station or respond to an access point; and accessing, based on the received indication, at least one of the base station or the access point to enable offloading to the access point.
