A method for communications controller operations in a multi-carrier system includes generating information for a broadcast channel, preparing the information for transmission, selecting a location for an unoccupied subcarrier from a plurality of available locations, and placing the prepared information into a plurality of contiguous subcarriers, where the plurality of contiguous subcarriers includes the unoccupied subcarrier and a plurality of other subcarriers. The method also includes transmitting the plurality of contiguous subcarriers.

A first subframe is communicated carrying two leading symbols of a first length-4 OCC sequence and two leading symbols of a second length-4 OCC sequence, and a second subframe is communicated carrying two trailing symbols of the first length-4 OCC and two trailing symbols of the second length-4 OCC sequence. Optionally four length-2 OCCs can be carried in a similar manner or, alternatively, in different frequency bands or resource block pairs of a common subframe.

A method for communications controller operations includes allocating network resources to a communications link. The communications link includes an uplink (UL) part and a downlink (DL) part. The method also includes if a type of the allocated network resources is not equal in the DL part and the UL part, transmitting a first indication of the allocated network resources for one part of either the UL part or the DL part and a second indication of the allocated network resources for a remaining part of either the UL part or the DL part. The first indication and the second indication are based on an amount of network resources allocated. The method further includes if the type of the allocated network resources is equal in the DL part and the UL part, transmitting an indication of the allocated network resources for one part of either the UL part or the DL part. The method also includes receiving a report from at least one of the first UE and the second UE indicating the potential quality of the DMC link proposed between the first UE and the second UE according to the evaluation procedure. The method further includes establishing the DMC link between the first UE and the second UE if the potential quality of the DMC link exceeds a predetermined threshold.

A method for communications controller operations includes generating a first control message from a first group of information, where the first control message occupies two transmission resources, and where a physical transmission resource includes a pair of distributed transmission resources. The method also includes mapping a first transmission resource to a first distributed transmission resource having a first index, and mapping a second transmission resource to a second distributed transmission resource having a second index, where the first index and the second index differ by a value equal to a difference in indices of distributed transmission resources in the pair of distributed transmission resources, and where the difference in indices is greater than or equal to two. The method further includes transmitting a first physical transmission resource associated with the first distributed transmission resource and a second physical transmission resource associated with the second distributed transmission resource.
