A method and a system are provided for a push service in a communication system. The method comprises: if there is data that is directed from an application server to an application of a terminal, transmitting, to a location register, a first message requesting location information of the terminal; if the location register receives the first message, transmitting, to a gateway, a second message requesting the location information of the terminal; transmitting, to the location register by the gateway, a third message including the location information of the terminal; transmitting, to the application server by the location register, a fourth message including the location information of the terminal; and transmitting, to the application of the terminal by the application server, the data using the location information of the terminal.

The present disclosure relates to a pre-5th-Generation (5G) or 5G communication system to be provided for supporting higher data rates Beyond 4th-Generation (4G) communication system such as Long Term Evolution (LTE).A method for receiving objects of a web page by a terminal is provided. The method includes determining sizes of the objects, determining a number of Transmission Control Protocol (TCP) connections to be allocated for each of a plurality of domains connected to the web page, based on estimated sizes of the objects, determining a reception order of the objects to be received in the domains for each domain based on a size of a Congestion Window (CWND) of a server, and receiving the objects in the determined reception order.

A method for receiving data in a User Equipment (UE) in a mobile content network is provided. The method includes transmitting a request message, which requests a content, to a first Digital Unit (DU), receiving an Internet Protocol (IP)_ADD message, including information of a second DU which caches the content, from the first DU, updating a Stream Control Transmission Protocol (SCTP) connection according to the information of the second DU included in the IP_ADD message, and receiving data from the second DU using the updated SCTP connection.

Disclosed are a network-based quality of experience (QoE) provisioning method and apparatus for mobile video applications. A QoE provisioning method of a policy and charging rules function (PCRF) in a network includes collecting, by the PCRF, information for QoE estimation of a data flow from a user equipment measurement apparatus and a network measurement apparatus in the network, transmitting, by the PCRF, a request for the QoE estimation for the data flow, to a QoE estimation unit in the network, the data flow including information used for the QoE estimation, and transmitting, by the PCRF, a request for QoE adjustment to a server that transmits the data flow, based on the QoE estimated by the QoE estimation unit and the QoE required for the data flow.

A method and apparatus for performing Transmission Control Protocol (TCP) communication at a network node in a wireless communication system are provided. The method includes receiving, by the network node that controls a connection between a Mobile Station (MS) and a data network, a TCP KeepAlive packet for maintaining a TCP connection established between a correspondent node and the MS through the data network from the correspondent node, determining whether the MS is in an idle mode in response to the reception of the TCP KeepAlive packet by the network node, if the MS is in the idle mode, transmitting an acknowledgement packet in response to the TCP KeepAlive packet to the correspondent node by the network node, and transmitting indication information indicating the reception of the TCP KeepAlive packet to the MS by the network node.

A method of a base station (BS) in a mobile communication system to support an idle mode in a wireless communication system is provided. The method includes performing a negotiation procedure for idle mode entry of a mobile station (MS), with the MS, determining whether to operate as a paging controller for the idle mode MS, detecting a packet destined for the MS, and transmitting a message notifying existence of the packet destined for the MS, to at least one other BS in a paging zone of the BS.

Disclosed is a method of managing congestion by a Policy Control and Charging Rules Function (PCRF). The method includes receiving at least one piece of video flow related information; receiving, from an evolved Node B (eNB), congestion state information for the eNB and at least one User Equipment (UE); determining a data transmission rate of at least one video flow on the basis of the received congestion state information and the received video flow related information; and adjusting the data transmission rate of the at least one video flow on the basis of the determined data transmission rate.

Mobility management in a wireless communication system supporting a Base Station set is provided. The system includes a plurality of BSs directly connected to the Internet without an upper node, and configured to provide wireless access to at least one Mobile Station (MS). The BSs construct a cloud cell for providing service to the at least one MS, and a first BS of the plurality of BSs functions as a control master and is configured to perform control signaling with the at least one MS, and a second BS of the plurality of BSs functions as a data master and is configured to perform scheduling for service provision through the cloud cell and to operate as an Internet Protocol (IP) endpoint of the at least one MS.
