    Abstract: A power control device is provided which can execute self-sustaining operation only when conditions for allowing the self-sustaining operation are satisfied reliably, so as to supply AC power to a power load connected with a power system before the self-sustaining operation.In a case where an instruction to change the power control device into the self-sustaining operation state is accepted, the inverter is connected with the loads by the disconnection relay and the self-sustaining operation is started when voltage to be applied to a wiring portion between the disconnection relay and the earth leakage breaker is not detected, when current flowing between the main breaker and the power system is not detected and when a contact signal indicative of the open/close state of the main breaker indicates an open state. Moreover, the inverter is disconnected from the power system by the disconnection relay and the self-sustaining operation is stopped when the power control device is in the self-sustaining operation state in addition to that current flowing to or from the power system is detected or to that a contact signal indicative of the open/close state of the main breaker indicates a close state.

    Abstract: Provided are a charging and discharging device, a charging and discharging control method, and a computer readable medium storing a computer program capable of causing a higher-level device to implement appropriate charging and discharging control. The charging and discharging device has a connector for connecting to an in-vehicle storage battery provided in a vehicle, one or more processors that processes to control charging and discharging in the in-vehicle storage battery, a memory, a communication unit that communicates with an in-vehicle control device of the vehicle, and a higher-level communication unit that communicates with a higher-level control device. The processor stores, in advance, stores values for performing charging and discharging, determines the values based on data transmitted to and from the in-vehicle control device for controlling charging and discharging; and notifies the higher-level control device of either the determined values or the values read from the memory.

    Abstract: Provided are a charge-discharge device, a charge-discharge control method, and a computer readable medium. The charge-discharge device comprises: a connector to an in-vehicle power line connected to a storage battery provided in a vehicle; a control unit that controls charging and discharging in the storage battery; and a communication unit that establishes a communication connection with an in-vehicle control device that switches a vehicle-side relay disposed on the in-vehicle power line. The control unit that transmits and receives messages to and from the in-vehicle control device through the communication unit in accordance with a predetermined sequence; and the control unit, after the vehicle-side relay is switched ON in accordance with the predetermined sequence, maintains a connection standby state in which the vehicle-side relay remains ON even while neither charging nor discharging of the storage battery is carried out.
