A transparent conductive film includes a transparent substrate, an undercoat layer, and a transparent conductive layer. The undercoat layer has a refractive index of from 1.5 to 2.0, which is higher than a refractive index of the transparent substrate and lower than a refractive index of the transparent conductive layer. The undercoat layer includes a refractive material having a refractive index of 2.0 or greater in an amount of 40 wt. % or less. The undercoat layer satisfies: X(Si30)/X(C30)≧0.28 (1) X(Si40)/X(C40)≦0.23 (2) where X (Si30) and X (C30) are silicon and carbon atom contents in a portion of 30 nm or less in thickness from the transparent conductive layer. X (Si40) and X (C40) are silicon and carbon atom contents in a portion of 40 nm or more in thickness from the transparent conductive layer.
