There is provided a broadcast program recording/playback apparatus that starts playback of a recorded broadcast program from a desired scene, so that a user can specify a precise position of a desired scene in a recorded broadcast program and start playback. The apparatus comprises a recording control unit and a playback control unit. The playback control unit obtains information for feature data belonging to a referential feature frame and a relative time difference between the feature frame and an objective frame including the desired scene as position specifying data for determining the desired scene position. The playback control unit searches for the feature frame having the feature data from recorded broadcast program data, determines the objective frame position by adding the relative time difference to the position of the feature frame searched out, and controls to start playback from the determined objective frame position.

In order to prevent a reduction in frame rate of a reproduced moving picture on the terminal equipment side for performing a display and enable moving picture playback under a simple construction in a remote display technology, either a server or a terminal equipment or both thereof are equipped with router-attached graphics engines. The server draws a window and decoration thereof into a virtual VRAM, calculates the difference in the drawn data, performs a first decode process as a pre-process, adds drawing position information to intermediate data obtained in the first decode process, and transmits moving picture stream data to the terminal equipment. The terminal equipment effects a second decode process used as a post-process on received data, and draws and displays the so-process data in accordance with the drawing position information.

For a video-phone call to a portable video-phone terminal, a media converter in a service center distributes data so as to send video data to a public communication terminal on the street, and voice data to a cellular phone without video recording/reproducing capability. A call agent in a service center issues an ID in response to a request from the cellular phone without video recording/reproducing capability on voice call. This ID may be received by a service center via a detector such as a sensor deployed on the street, to provide a video-phone service by using a public communication terminal on the street in the vicinity of the detector.
