The photovoltaic cell includes a first electrode and a second electrode disposed opposite each other and spaced a predetermined distance apart from each other; and an oxide semiconductor layer interposed between the first and second electrodes and disposed on the first electrode. The oxide semiconductor layer includes a base and a plurality of rods, each of which vertically extends from the base and provides fine apertures, and the base and the rods are integrally formed. As the surface area of the oxide semiconductor layer increases, the photovoltaic cell achieves a high electron transfer efficiency and a high photoelectric conversion efficiency.
