A system and method for orienting first and second reaction turbines relative to an axis of rotation responds to a fluid flow having a flow orientation axis. The fluid flow is received in a casement. The casement has first and second endplates situated parallel and spaced apart along the axis of rotation. A first half of the fluid flow drives the first reaction turbine to rotate with a first spin orientation in a plane perpendicular to the axis of rotation to produce a first torque about the axis of rotation. The second half of the fluid flow drives the second reaction turbine, offset from the casement plane relative to the first reaction turbine, with a second spin orientation opposite the first spin orientation to produce a second torque about the axis of rotation. The casement is oriented about the axis of rotation in response to the first and second torques.

A tide-operated turbine is located in a holding tank having communication with a tide-fed reservoir so as to supply the turbine with operating water. To provide continuous, around-the-clock operation of the turbine by insuring a positive operating head throughout tidal cycles, a control system causes the turbine to discharge into the ocean through a turbine discharge port in an ocean-fronting wall of the holding tank at times during each tide cycle when the tidal level is below the discharge port, but closes the discharge port and causes the turbine to discharge into the holding tank at times when the tidal level is above the discharge port. The control system also provides drainage of the holding tank during each tide cycle.

The fluid outlet tube has at least one outlet turbine generator disposed therein. The fluid outlet tube extends along a second level vertically lower than the first level. During high tide at the tidal source, tidal fluid flows from the tidal source, into the fluid inlet tube, past the at least one inlet turbine generator, and into the reservoir and during a low tide at the tidal source, the tidal fluid flows from the reservoir, into the fluid outlet tube, past the at least one outlet turbine generator, and to the tidal source.
