摘要： A mobile communication system uses a runtime environment program (102) which can communicate with a server. Applications (106) are used with their own corresponding application data store (108). The application data store is persistent even when the applications are not running. The runtime environment program can obtain data from the server to update the application data store. The application can use the application data store. Messages can be cached at the mobile device and the server to allow for possible downtimes in the communication in the mobile unit and the server.

A request for communication is received from a mobile station. A determination is made as to whether a subscriber of the mobile station has an insufficient account balance. If the subscriber has an insufficient account balance, the request is withheld and the mobile station is notified by a short message.
