The on-off valve (58) is normally open. When one-phase short-circuit failure occurs in an inverter circuit for driving the dynamo-electric machine, the control device (18) outputs a valve closing signal to the on-off valve (58). The on-off valve (58) can be set to a closed state by a mechanical mechanism.
