By carrying out such a processing repeatedly, the target speeds (Vn) of all the small territories are set so that the train runs in the predetermined running time (T) and the consumed energy (E) becomes minimum. The departure time control means includes passenger count measurement means for measuring a number of passengers heading toward a platform of the controlled train at a measurement point located before the platform of the controlled train, travel time estimation means for estimating a required travel time which is required for traveling from the measurement point to the platform, passenger count bottoming out time determination means for determining a time that the number of people who flow into the platform per unit time bottoms out, and departure time correction means for comparing the bottoming out time and the planned departure time of the train and correcting the departure time.
