To construct a cooling system at a reduced cost which may restrain overheat of an internal combustion engine even in a case where a valve for controlling a cooling medium is broken down. A first flow passage supplying the cooling medium of the internal combustion engine to a radiator and a second flow passage branching from the first flow passage by a flow control valve to supply the cooling medium to a first heat exchanging portion are provided. In addition, a third flow passage provided separately from the first flow passage to supply the cooling medium to a second heat exchanging portion via an on-off valve is provided. A control apparatus controlling the on-off valve and the flow control valve based on a temperature of the cooling medium is provided.

Provided is a refrigerant control valve apparatus configured such that a contact pressure of a seal body relative to a valve body does not fluctuate. The valve body is accommodated inside a valve housing 10 so as to be rotatable about a rotational axis, the valve housing 10 being formed with an inlet port and a discharge port, and a seal mechanism is provided between the discharge port and a valve surface of the valve body. The seal mechanism includes a seal body and a biasing mechanism. The seal mechanism is provided with a first pressure receiving surface receiving pressure of the refrigerant, which acts in a direction same as a biasing direction of the biasing mechanism, and a second pressure receiving surface receiving pressure of the refrigerant, which acts in a direction opposite to the biasing direction of the biasing mechanism. The first pressure receiving surface and the second first pressure receiving surface are formed to include an equal area to each other, and the seal mechanism is accommodated within a seal accommodation space such that pressure of the refrigerant from the inlet port acts on the first pressure receiving surface and the second pressure receiving surface.

The fail-safe mechanism is provided which opens and supplies the refrigerant of the temperature sensing chamber to the discharge port in a case where the temperature of the refrigerant in the temperature sensing chamber exceeds a set value. The temperature sensing control valve is set in an open posture in a case where the main control valve is in a closed posture that closes the discharge port and the temperature sensing control valve is set in a closed posture in a case where the main control valve is in an open posture that opens the discharge port.
