As a result, the substances to be treated in the exhaust gas can be selectively treated.

An activation apparatus (1) is characterized in that two or more of metals or materials mainly containing a metal which have different standard electrode potentials are so arranged to form a layered structure, thereby generating electric charge, and an electromagnetic wave is generated by the potential difference between the metal or material layers. For example, a layered body (1B) of a two-layer structure having an outer layer metal plate (4) of titanium and an inner layer metal plate (5) of copper is formed into a tubular shape. The outer layer metal plate (4) and the inner layer metal plate (5) are divided into two rainwater gutter-like forms, and provided with flanges (4a, 5a) for joint portion. The layered body (1B) is so fixed around a fuel transport pipe (1b) with a plurality of bolts and nuts (6) that the outer layer metal plate (4) and the inner layer metal plate (5) form a two-layer structure having a predetermined space therebetween. The activation apparatus is an easily attachable, simple apparatus and does not need a new energy source. The activation apparatus efficiently activates a fuel, thereby improving the fuel consumption.
