Abstract: Embodiments of this application disclose a resource scheduling method, an access network device, and user equipment, to reduce a quantity of times of applying for an uplink resource by using a random access process, reduce additional signaling overheads brought to the user equipment, and reduce power consumption of the user equipment. The method part in the embodiments of this application includes: determining, by an access network device, a target time interval in which user equipment monitors a downlink control channel; and sending, by the access network device, uplink resource scheduling information to the user equipment by using the downlink control channel in the target time interval.

Abstract: A method to transmit information includes: obtaining, by a terminal in a disconnected state, information about a current coverage class of the terminal; and sending, by the terminal, a first message to an access network device, where the first message carries information about a coverage class of the terminal. The terminal in the disconnected state actively reports the information about the coverage class, so that a network device learns of the information about the coverage class of the terminal in a timely manner. In this way, during communication, a communication limitation or communication resource waste caused by inconsistency between information about a coverage class of the terminal that is stored on a network side and information about an actual coverage class can be avoided, and network resources can be fully used.

Abstract: This application provides a random access method and apparatus. The method may include determining, by a terminal, a service attribute of to-be-transmitted data, where the service attribute includes one or more of the following: a service type attribute, a service packet attribute, and a service latency attribute. The method may also include sending, by the terminal when the service attribute meets a preset condition for early data transmission, a random access request to a network device using a dedicated resource for the early data transmission. In this way, the early data transmission is initiated after the service attribute meets the preset condition for the early data transmission, so that a quantity of times for which the early data transmission is initiated is reduced, thereby saving resources. In addition, a success rate of the early data transmission can be improved.
