Abstract: The method may include: after receiving, through a first interface or a second interface, resource allocation information of a neighboring cell of a serving cell in which UE is located, a network device may allocate a resource to the UE based on the resource allocation information of the neighboring cell, so as to prevent the UE from using a same resource as UE located in the neighboring cell, and reduce interference to the neighboring cell; or allocate, to the UE, a resource with relatively small interference to the UE, so as to reduce interference of the neighboring cell to the UE. The first interface is an interface that performs communication by using a UE-to-UE communications technology. The second interface is an interface that performs communication by using a UE-to-network device communications technology.

Abstract: Embodiments of the disclosure provides a BSR communication method and a terminal device. The communication method includes: determining, by a terminal device, a quantity of LCGs currently including to-be-reported buffer data; when determining that only one LCG includes to-be-reported buffer data, determining, by the terminal device, one of a plurality of BSR formats as a first target BSR format, where the plurality of BSR formats are a plurality of formats used by the terminal device to report different BSRs based on different ranges of amount of uplink data in a buffer; and sending, by the terminal device, a target BSR to an access network device using the first target BSR format, where the target BSR is used to indicate an amount of uplink data in a buffer of the LCG.

A terminal device receives system information broadcast by a network device, and determines a bandwidth of an initial BWP based on the system information. The system information includes first indication information. The first indication information indicates that the bandwidth of the initial BWP used for the terminal device is a first bandwidth or a second bandwidth. The first bandwidth is indicated by using a first bandwidth parameter carried in the system information. The second bandwidth is a bandwidth of a CORESET 0. The CORESET 0 is used to schedule the system information.

Abstract: This application provides a communication method, a communications device, and a network device. When a beam failure occurs in a secondary cell of the communications device, the communications device sends a beam failure recovery request to the network device by using a PUCCH or a MAC CE, and determines an active state time of DRX based on a status of the beam failure recovery request. The communications device may also determine a stopping time of an uplink retransmission timer based on a running status of a configured grant timer, where the DRX of the communications device is in an active state when the uplink retransmission timer works; and monitors a PDCCH when the DRX of the communications device is in the active state.

Abstract: Embodiments of the present disclosure provide a monitoring report generation method where the method includes: receiving a monitoring parameter broadcast by a base station; monitoring energy of each discovery resource in a resource pool within a discovery time domain; determining a busy resource and an idle resource; and generating a monitoring report when a proportion of the busy resource or the idle resource in a predetermined quantity of consecutive discovery time domains meets a reporting condition corresponding to the busy resource or the idle resource, and sending the monitoring report to the base station. This resolves a problem in the related technology that: because D2D user equipment cannot accurately obtain a quantity of resource collision times in a cell, the base station cannot accurately learn a resource status in the cell, and it is ensured that the base station can accurately learn the resource status in the cell.
