A method and apparatus are provided for transmitting packet data over an uplink channel in a mobile communication system in which retransmission of a packet is possible using a hybrid automatic retransmission request (HARQ) technique. A base station receives a packet data unit (PDU) from a terminal and determines whether the base station can calculate a retransmission number (RSN) indicating the number of retransmissions for the PDU. If the base station cannot calculate the RSN for the PDU, the base station sets the RSN to a special value indicating that the number of retransmissions for the PDU is unknown, and transmits the set RSN to a serving radio network controller (SRNC) along with the PDU.

Disclosed is a method for synchronizing a scrambling code in a CDMA communication system including a UTRAN (UMTS Terrestrial Radio Access Network) and a plurality of user equipments (UEs), using orthogonal codes for identifying the UEs and a single scrambling code for identifying the UTRAN by the UEs, and employing an uplink synchronous transmission scheme (USTS) where the UEs synchronize frames of uplink dedicated physical channels (DPCHs) using the single scrambling code. The UEs receive a reference signal including reference time information provided from the UTRAN and transmit a random access channel (RACH) based on the reference time. The UTRAN receives the random access channels from the UEs to measure a propagation delay time (PD) of each random access channel signal from the UEs, and transmits a transmission time adjustment value calculated using the measured propagation delay time and a time offset τDPCH,n between a transmission time point of the reference signal and a transmission time point of a downlink DPCH. Each UE determines a transmission time of the uplink DPCH by receiving the transmission time adjustment value, and scrambles a message with the orthogonal code and a scrambling code generated at the reference time, at the transmission time so determined as to transmit the message over the uplink DPCH.

An apparatus and method are provided for transmitting session non-interest indication information for a Multimedia Broadcast/Multicast Service (MBMS) service of a user equipment (UE) in an MBMS system. A serving radio network controller (SRNC) determines whether the UE desires to receive a current session for an MBMS service joined by the UE. The SRNC transmits session non-interest indication information for the MBMS service of the UE to a drift radio network controller (DRNC) according to the determination result. The DRNC includes the UE in an MBMS context for the MBMS service and determines whether to exclude the UE from counting for the MBMS service according to the session non-interest indication information of the UE.

A method and apparatus for enabling partial combining on a Multimedia Broadcast/Multicast Service (MBMS) service are provided where a radio network controller (RNC) specifically informs a user equipment (UE) whether an MBMS service signal of the current cell is combinable with the same MBMS service signals received from different cells for each individual service or timing, through an MCCH or an MSCH, which is a type of a logical channel for an MBMS service, in a Uu interface. The UE combines the MBMS service signals transmitted from the different cells, thereby obtaining a gain in terms of utilization of transmission power and radio resources.

Disclosed is a method for controlling uplink transmission power in a handover region by a UE in communication with a Node B using an FCS scheme. The UE stores TPC commands received for a specific duration from a plurality of cells in an active set, if the UE enters in the handover region during communication with a current best cell. If a next best cell is selected from the plurality of the cells, the UE determines a transmission power offset by comparing TPC commands from the current best cell with TPC commands from the next best cell for the specific duration at a time point where the best cell is changed from the current best cell to the next best cell. The UE transmits initial transmission power for the next best cell at a transmission power level determined considering the transmission power offset.

This method is implemented by distinguishing a case in which control information used for encryption is updated from another case in which the control information used for encryption is not updated, and transmitting different control information according to the distinguishment result. That is, when the control information used for encryption is not updated, only minimized control information is transmitted, and when the control information for encryption is updated, the entire updated control information is transmitted. Accordingly, the amount of control information transmitted along with MBMS data is minimized, contributing to an increase in the amount of MBMS data transmitted per unit time.
