    摘要: First pictures, set at a predetermined interval, to be used as reference pictures for inter-picture prediction of an incoming moving picture and second pictures different from the first pictures are coded. The first pictures are coded by intra-picture coding or unidirectional inter-picture predictive coding. The second pictures are coded by bidirectional inter-picture predictive coding using the first pictures or locally-decoded pictures of the first pictures as the reference pictures, to obtain a moving-picture bitstream. Motion activity is obtained on the incoming moving picture. The moving-picture bitstream is multiplexed with the information of motion activity. An incoming first moving-picture bitstream having bitstreams of the first and the second pictures coded as above at a first code transfer rate is converted into a second moving-picture bitstream at a second code transfer rate. Motion activity is obtained on the incoming first moving-picture bitstream. A decimation rate is set on the second pictures of the incoming first moving-picture bitstream according to at least the motion activity. The bitstreams of the second pictures are only decimated from the incoming first moving-picture bitstream at another predetermined interval according to the decimation rate. A plurality of incoming first moving-picture bitstreams are multiplexed into a moving-picture bitstream at a bit rate lower than a total bit rate of the incoming first moving-picture bitstreams. Each incoming first moving-picture bitstream has first moving-picture bitstreams of the first and the second pictures coded as above. A code amount of the multiplexed bitstream is obtained for each reproduction period as virtual buffer occupancy. A decimation rate is set on the second pictures of the incoming first moving-picture bitstreams according to the virtual buffer occupancy. The bitstreams of the second pictures are decimated from the incoming first moving-picture bitstreams at a predetermined interval according to the decimation rate, to obtain second bitstreams. The second bitstreams are multiplexed to obtain the multiplexed bitstream.

    摘要: A first interlaced video signal of a first number of scanning lines is converted into a second interlaced video signal of a second number of scanning lines. The first and second numbers are different from each other. The first interlaced video signal is converted into a first progressive video signal of the first number of scanning lines by interpolating the first interlaced video signal with scanning lines which have been decimated from the first interlaced video signal. The first number of scanning lines of the first progressive video signal is converted into the second number of scanning lines by re-sampling, to generate a second progressive video signal of the second number of scanning lines. The second progressive video signal is then converted into the second interlaced video signal by decimating the second number of scanning lines of the second progressive video signal. Instead of generation of the second progressive signal, one of an even and odd frame of the first progressive video signal may be converted into an even field of the second interlaced video signal and the other of the even and odd frames of the first progressive video signal may be converted into an odd field of the second interlaced video signal. The even and odd fields are combined to compose the second interlaced video signal.

The number of effective scanning lines of the second video signal is different from the number of effective scanning lines of the first video signal. The first video signal is further converted into a third video signal for which spatial aliasing noise is suppressed. The motion of each picture carried by the third video signal is estimated to obtain first motion vector data. The motion of the second video signal is searched using the first motion vector data to obtain second motion vector data. The second video signal is then encoded by motion-compensated prediction using the second motion vector data.

The multiplexed high speed image search data is recorded at specific positions on a recording medium. The picture ranges of frames are synthesized based on high speed image search data read from the recording medium, to construct a search image in units of frame. Further, a special reproduction transfer rate is set based on a difference between the moving image data transfer rate and the maximum allowable recording transfer rate. Based on the set transfer rate, the special reproduction image data corresponding to the moving image data can be obtained. A recording format is set based on the special reproduction transfer rate. The moving image data, the special reproduction image data and the recording format are multiplexed in accordance with the set recording format. The multiplexed data train is recorded at specific positions on the recording medium. The format of the moving image data and the special reproduction image data is discriminated from the data train read from the recording medium. Further, any of the moving image data and the special reproduction image data are outputted according to the format. The moving image data and special reproduction image data are recorded on a recording medium as a ratio in code amount of both is changeable, and the special reproduction image data is equally divided into different ranges on one track.

An interframe/interfield predictive signal is generated in which low frequency components are depressed. The video signal is then reproduced by adding the decoded signal and the predictive signal.

When the code trains of highly efficiently coded moving pictorial images are broadcasted, the prediction code trains prediction-coded between frames or fields are decoded by a decoding circuit to obtain reproduced images. The obtained reproduced images are coded independently in frame or field to form independent code trains decodable independently. Further, a part of the prediction code train is replaced with the independent code train obtained by the coding circuit using a code replacing circuit. The code trains thus obtained are recorded in the storage medium.

    摘要: A video signal is coded by intraframe coding. The coded video signal is then decoded by intraframe/field decoding. A decoded local video signal is generated, which corresponds to a specific region in one frame of a video signal coded one frame prior to the video signal. A first motion signal is generated, which indicates motion of pictures in both the decoded video signal and the decoded local video signal. The motion signal is then subtracted from the video signal to generate a predictive error signal which is then coded by intraframe coding. The coded video signal and the coded predictive error signal are decoded by intraframe/field-decoding. A second motion signal is generated, which indicates motion of pictures in both the decoded video signal and a video signal decoded one frame prior to a video signal to be reproduced. The decoded predictive error signal and the second motion signal are added to each other to reproduce the video signal.
