Abstract: The described aspects include methods and apparatus for activating a transmitter to communicate in a wireless network. A small cell can determine to activate the transmitter to serve user equipment (UE) in a wireless network. The small cell can then broadcast a portion of a set of broadcast signals in a radio frame and broadcast a remaining portion of the set of broadcast signals along with the portion of the set of broadcast signals in a subsequent radio frame. By refraining from immediately broadcasting all broadcast signals, the small cell can mitigate interference to other small cells. In addition, a UE can determine whether to generate random access channel (RACH) sequences for proximity determination or uplink timing synchronization based on parameters received in a RACH order. Moreover, a small cell with an active transmitter can decode discovery signals from a device to facilitate handover determination.

Abstract: Aspects of the present disclosure provide techniques for design of synchronization signals for narrowband operation and other clean-slate, OFDM based systems such as enhanced component carrier (eCC) systems. An example method is provided for operations which may be performed by a BS to generate and transmit a dual-layer PSS, and correspondingly, techniques for a UE to detect the dual-layer PSS. The PSS may be generated utilizing a binary code cover and at least one sequence applied to a number of symbols within one or more subframes of a frame.

Abstract: The disclosure relates to drone user equipment (UE) indications that may be conveyed to a wireless network. In particular, a UE that has flight capabilities (i.e., capabilities to operate as an unmanned aircraft system) and optional further capabilities to report a current height level may indicate such capabilities to the wireless network. As such, the wireless network may differentiate the drone UE from other UEs that only operate on the ground. Furthermore, the optional current height level may enable the wireless network to differentiate among drone UEs operating at different heights and/or from other UEs that are operating on the ground. The wireless network may further use the information indicating the flight capabilities either alone or in combination with the optional height information to configure power control parameters, manage interference, provide mobility management functions, generate neighbor lists, control beamforming, or implement a radio resource configuration or management procedure.

Abstract: Wireless communication systems and methods related to spectrum use negotiations are provided. A first wireless communication device transmits, to a controlling entity of a spectrum, a spectrum use request for a local operator to use the spectrum for a time period. The first wireless communication device receives, from the controlling entity, a spectrum use grant indicating that the local operator is promoted from a first priority to a second priority for accessing the spectrum during the time period.
