Abstract: Provided is an encoder includes: circuitry; and memory coupled to the circuitry, in which in operation, the circuitry: generates a prediction image of a current block to be processed, using a first motion vector; and updates a history based motion vector predictor (HMVP) table using a first candidate having the first motion vector, the HMVP table storing, in a first in first out (FIFO) method, a plurality of second candidates each having a second motion vector used for a processed block, and in the updating of the HMVP table, the circuitry: determines whether a size of the current block is less than or equal to a threshold size; and skips the updating of the HMVP table when the size of the current block is determined to be less than or equal to the threshold size.

Abstract: The invention relates to an improved handover procedure for a mobile terminal. Under control of the target base station, the mobile terminal is to perform a handoff to a target base station, wherein it is to be configured for communication with the target base station via a target radio cell comprising a downlink carrier and an uplink carrier. The mobile terminal receives a handoff command message for the handoff to the target base station including a handoff execution condition as trigger for executing handoff to the target base station. Then, the mobile terminal determines, based on the received handoff execution condition, whether or not the mobile terminal is to trigger execution of the handoff to the target base station. In case the mobile terminal determines that it is to trigger execution of the handoff to the target base station, the mobile terminal executes the handoff to the target base station.

Abstract: Apparatuses and systems for providing multiple structures to enable flexibility of a multiple transmission and reception point ultra-reliable low-latency communication (M-TRP URLLC) operation and reduce measurement effort and power consumption from a transceiving apparatus such as a UE are provided. The techniques disclosed here feature a transceiving apparatus including a transceiver and circuitry. The transceiver, in operation, receives signals from multiple transmission and reception points (M-TRPs) in a network on at least physical downlink shared channels (PDSCHs). The circuitry, in operation, performs beam failure recovery (BFR) by evaluating beam failure detection (BFD) and candidate new beam detection (CBD) for the signals from at least a first one of the M-TRPs. The signals from the first one of the M-TRPs comprise signals received on a physical downlink control channel (PDCCH), and the circuitry determines to skip evaluation of one or both of the BFD and the CBD for one or more additional ones of the M-TRPs in response to one or more conditions.
